The City Manager said the City is not expecting <br />to receive any 9zont funds this year. <br /> <br />6000 Sundry and Oontinqenc7 (~aqe C-92). The city Manager said that Mr. Nor- <br />fleet felt that $100,000 w-us the miniml amount that should be allocated to <br />this account. <br /> <br />6011 Transfers (paqe C-94). Mr. Norfleet said a t/q/rd transfer should be add- <br />ed to this account--S193,382 Debt Service, which is the transfer from Debt <br />Service to the General Fund approved by. voters at the April 4, 1989 election. <br /> <br />4010 r.{~arv (paqe C-98). The City Manager said there were very few changes <br />in this budget fz~,L last year, and although sc~e areas have been cut, there <br />will be no change in hours of operation. <br /> <br />4020 Debt Repayment - T.{hrary Cu,~ter (paqe C-102). Mr. Ollendorff said the <br />amount listed under principal for 1989-90 included $20,000 which is owed the <br />city (in addition to the o~uter loan) that Library Director Bruce Collins <br />thought could be repaid next year. <br /> <br />The four r~mining accounts in the budget--Debt Service, Police and Firemen's <br />Retii=,ent Fund, Non-Uniformed Employees Retirement Fund, and Central Garage-- <br />had no changes, and were not discussed. <br /> <br />Mr. Ollendorff noted that during the ~x~lic b~ing on May 1, a citizen asked <br />about add{tional money for housing loans; h~,ever, he felt the City could not <br />afford to incr~e that amount at this time. <br /> <br />Mr. Ollendorff said the Arts 'and Letters C~,m~ssion has again requested $3,000 <br />for four different items (anrn~al photo shew, anm,~al sculptlure project, seed <br />money to help the C~Jesion secure matching ~£~nts, and to develop new pro- <br />jects or assist -local oz~anizations involved in the arts). He recommended <br />funding the f/~t two items, but net the other two unless the C~Jssion w-as a <br />little more specific. Council discussed the requests at sc~e length. Mayor <br />Pro T~n N]~ms suggested that the C~,,Jssion be informed that the City might be <br />interested in providing matching funds up to a specified level at the time the <br />C~mdssien applies for a 9£=nt; hc~ever, Council does not want to co~,,~t funds <br />ahead of time. Mr. Wagner also felt the first two items should be funded,~ and <br />he agreed with Mr. ~ms' statement on the t/~ird item; he suggested that a <br />similar statement be made on the fourth item, that is, Council would consider <br />fur~{ng for a special project if deemed worthwhile, with the money to come <br />fkc~, Contingency. There was consensus that the first two items be funded at <br />$1600, and more discussion will take place on the other items at the last bud- <br />get study meeting. <br /> <br /> <br />
