Session 1813 <br />June 4, 2001 <br /> <br />would not be given a permit if they had a camper top or other large accessories. The <br />permit would be valid as long as the resident owned the vehicle. <br /> <br />Mayor Adams declared the public hearing opened at 7:36 p.m. <br /> <br />Bob Dowgwillo, 7343 Northmoor, stated that he owns a 1/4 ton pickup truck and also <br />was issued a ticket for parking it in front of his home shortly after he purchased it. He <br />was unaware of the ordinance. He applauds the removal of the restriction of non- <br />commercial pickup trucks outside of the owner's home. He disagrees with the one time <br />inspection fee. He believes that this fee is unnecessary and unfair. These vehicles are <br />a legal vehicle in the state of Missouri and are mandated by state safety inspections. <br />He respectfully urges Council to pass the ordinance without any fees, taxes or <br />assessments. If Council does not drop the fee, then he urges Council to pass this <br />inspection fee on all vehicles within University City. <br /> <br />Mark Grimaldi, 7283 Northmoor, stated that he believes that the ordinance, as currently <br />on the books, is unfair. He also received a ticket. The ordinance, as written, is <br />restricting trucks with the BL6 nomenclature on the plates. The state says that a BL6 <br />and a BL12 is a commercial vehicle. He can't do anything about this. SUV's are <br />considered a passenger vehicle and they are larger than his truck. Trucks are a very <br />common type of passenger vehicle and this ordinance is biased and unfair. <br /> <br />Mayor Adams declared the public hearing closed at 7:47 p.m. <br /> <br />Mr. Munkel said that this is an attempt for the Council to allow the parking of pickup <br />trucks on city streets. The city's law, as it stands, does not to allow this. Council has <br />struggled with this issue for a number of years. He personally has a problem with why <br />we can ticket an 1800 lb. pickup and not a 5,000 lb. SUV. Times have changed and he <br />believes we should allow people that own pickup trucks, as personal vehicles, to park in <br />front of their houses. <br /> <br />Mr. Wagner wished to clarify that we do not use a license plate of BL6 as a definition of <br />a commercial vehicle and the ordinance is not written that way. <br /> <br />Ms. Colquitt agrees with passing this ordinance, but without the $25 inspection fee. <br />She does not think it is fair to impose an additional fee when the vehicles have already <br />been inspected by the state. <br /> <br />Mr. Sharpe said that he is not particularly against the new ordinance, but there might be <br />instances where a car might be parked in front of the truck owner's home and then the <br />pickup will be parked in front of another's home who does not want it there. <br /> <br />4 <br /> <br /> <br />
