Session 1813
June 4, 2001

Mr. Ollendonff asked the applicant, Mubeen Mamood, when he would be done with lhe
backfill. The applicant responded that he had been trying for the last two weekends,
but it had been raining. They are waiting for good weather. Hopefully, it will get done
this weekend.

Mr. Wagner asked the applicant if he had meetings with the residents whom were
asking for the plans to change. The applicant said that he did meet with the neighbors
and they told him that the pitched roof for Texaco would be too high and that they did
not want it. They felt it would also not be very attractive.

Mr. Schoomer said that a canopy, flat or pitched, is equally ugly. He feels the sight is
overly cluttered as it is.

Mr. Schoomer moved approval. Mr. Sharpe seconded the motion, which carried
unanimously.

AGENDA #4 - REQUEST FOR PERMIT TO SOLICIT - FUND FOR PUBLIC

INTEREST RESEARCH (MOPIRG):

The Fund for Public Interest Research is planning to conduct a door-to-door campaign
on behalf of MoPIRG (Missouri Public Interest Research Group) for the period July 9,
2001 through July 31,2001. They will collect financial contributions and petition
signatures. The organization works on environmental and public health issues. The
organization will certify that the cost of raising the funds in the solicitation will not
exceed 25% of the total amount raised. A representative of the organization has been
invited to be in attendance at this meeting should the Council have any questions.

Mr. Schoomer moved approval. Mr. Munkel seconded the motion.

Mr. Lieberman agrees with the work that MoPIRG does, but he does not want them
roaming through U. City neighborhoods. He is totally against door to door solicitations.
It is wrong. They should be getting their information and signatures outside of
businesses.

The motion to approve carried 5 to 2, with Mr. Lieberman and Mr. Wagner voting Nay.

AGENDA #5 - ZONING ORDINANCE AMENDMENT PUBLIC HEARING:

Mr. Ollendorff recommends setting 7:30 p.m. June 25, 2001 in these Council Chambers
as the time and place for a public hearing on a 6-month moratorium on permits for any
adult oriented businesses including video stores, book stores, and entertainment
establishments with sexually oriented activities. During the next six months the Plan

6
