Session 1813
June 4, 2001

Responding to Mr. Munkel, Ms. Hovland said that the accompanying adult does not
have to be suited up, but they do have to be 18 years or older and have a U. City ID.

Mr. Schoomer asked Mr. OIlendorff to ask staff for a recommendation on this question
and then submit the recommendation to the Park Commission for comment and brought
back to Council for final recommendation.

CITY CLERK'S DOCKET:

BILLS FOR SECOND AND THIRD READING:

BILL NO. 8526 - AMENDING CHAPTER 10.40 OF THE MUNICIPAL CODE,
RELATING TO STOPPING, STANDING AND PARKING GENERALLY, BY
REPEALING SECTION 10.40.030 THEREOF, RELATING TO RESIDENTIAL
PARKING PERMIT PLAN, AND ENACTING A NEW SECTION 10.40.30, SO AS
TO AUTHORIZE THE ESTABLISHMENT OF RESIDENTIAL PERMIT PARKING
AREAS ON RESIDENTIAL STREETS WITHIN TWO BLOCKS OF ANOTHER
MUNICIPALITY'S BOUNDARY UNDER CERTAIN CONDITIONS; CONTAINING
A SAVING CLAUSE AND PROVIDING A PENALTY.

The bill was given its second reading.

Mr. Wagner stated that Ms. Nancy Sachar took some pictures of a recent track meet at
Gay field which shows the minimal parking. All the cars are parked on the grass in an
unorganized informal parking pattern. Some of this parking overflows on University City
streets, which are adjacent to Gay Field. This ordinance has been modified to allow
streets within two blocks of another city's boundary to apply for residential parking
permits.

The bill was given its third reading.

Mr. Wagner moved approval. Mr. Lieberman seconded the motion. The roll call vote
was as follows: AYES: Ms. Colquitt, Mr. Munkel, Mr. Wagner, Mr. Lieberman, Mr.
Schoomer, Mr. Sharpe, and Mayor Adams. NAYS: none. Bill number 8526 passed and
became Ordinance number 6302.

BILL NO. 8527 - AMENDING CHAPTER 12.04 OF THE MUNICIPAL CODE,
RELATING TO STREET,<; AND SIDEWALKS GENERALLY BY ENACTING A
NEW SECTION KNOWN AS "SECTION 12.04.210 BANNERS, ETC.-PERMIT;"
AND BY REPEALING SECTIONS 12.04.060, 12.04.070 AND 12.04.170, AND
ENACTING IN LIEU THEREOF NEW SECTIONS TO BE KNOWN AS
"SECTION 12.04.060 PROPERTY OWNERS AUTHORIZED TO MAKE

9
