Session 1813
June 4, 2001

ADD ITEM - AGENDA #7 - ARTICULATED WHEEL LOADER:

Bids have been received to provide a Wheel Loader for the Central Garage. A trade-in
allowance was requested for a r)resser Model Wheel Loader. Five companies were
invited to respond. The responses were as follows:

MMECO $115,759.00 ($14,000) $101,759.00
Erb Equipment $123,500.00 ($17,200) $106,300.00
John Fabick $100,475.00 ($16,000) $84,475.00

The Central Garage and Street Department Superintendents reviewed the bids and
concluded that the Iow bid from ,John Fabick did not meet the City's specification. Mr.
Ollendorff recommended awarding the purchase to MMECO for their bid of
$101,759.00.

Mr. Wagner wanted to know why the Iow bid from Fabick was not recommended. Mr.
Ollendorff responded that the unit and engine were substantially smaller than the
engine size specified in the bid documents.

Mr. Wagner moved approval. Mr. Schoomer seconded the motion, which carried
unanimously.

CITIZEN COMMENTS:

Mary Hovland, 1118 Watts, wished to ask for a change in the Parks Department's rules
on age limits on accompanied children at the pool. Rules state that children under the
age of 12 must be accompanied by an adult. Children between the ages of 12 and 17
must be accompanied by an adult between the hours of 4 p.m. and 8 p.m. Her boys,
11 and 12, have been swimming since an early age and are responsible. She does not
think they should have to be accompanied by adult, She believes that children this age
do not need babysitters - they need lifeguards, which the pool has plenty. She urges
Council to ask the Parks departrnent to review their rules.

Responding to Mr. Lieberman, Ms. Hovland would like to see the children, age 10 and
above, allowed to use the pool without an adult. She thinks that family time could be
from 6 p.m. to 8 p.m. would be satisfactory. Behavior and discipline can be controlled
by taking the child's ID pass for a couple of weeks.

8
