The Board of Trustees of the nonuniformed employees retirement fund shall be appointed <br /> as provided in Chapter 2.48 and shall have the exclusive authority to manage and control <br /> the nonuniformed employees retirement for the exclusive benefit of members and their <br /> beneficiaries. <br /> 2.64.610 Custodian of Funds and Investments <br /> Except to the extent otherwise provided for under Chapter 2.48 the director of finance of <br /> the city shall be custodian of all moneys, securities and other property of the retirement <br /> fund, subject to the control and direction of the board of trustees. The director of finance <br /> shall keep separate books and complete accounts of the nonuniformed employees <br /> retirement fund, and the director's books and records shall be subject to the inspection of <br /> the board of trustees or any of its members at all times. <br /> 2.64.620 Composition of Fund <br /> The nonuniformed employees retirement fund shall consist of: <br /> 1. Appropriations of the general fund or the proceeds from any public funds <br /> as authorized by the city council; <br /> 2. Any property given or donated to the fund from any source; <br /> 3. The earnings on all investments and all interest earned; <br /> 4. The contributions paid into such funds by the employees, as provided in <br /> Section 2.62.300.A. <br /> 2.64.630 Reserved <br /> 2.64.640 Disbursement of Funds <br /> All disbursements of funds from the retirement fund established pursuant to this chapter <br /> shall be by voucher, stating its purpose and the name of the payee. Such voucher shall be <br /> delivered to the director of finance and constitute the director of finance's authority to <br /> draw a check therefor upon the retirement fund for the amount therein specified. All paid <br /> vouchers shall be subject to review and approval by the board. Retirement benefits shall <br /> be approved by the board upon retirement of each employee and annually thereafter. <br /> 2.64.650 Use of Funds <br /> Effective as of January 1, 1966, neither the corpus or the income of the fund created <br /> pursuant to this chapter shall be diverted to or used for any other than the exclusive <br /> benefit of the members or their beneficiaries.
