Session 1828 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />December 3, 2001 <br /> <br />At a duly posted study session of the City Council of University City held in Room 6, second <br />floor of City Hall, Monday, December 3, 2001, Mayor Joseph L. Adams called the meeting <br />to order at 8:45 p.m. In addition to Mayor Adams, the following members of the Council <br />were present: Mr. Robert Wagner, Mr. Larry Lieberman, Mr. Paul Schoomer, and Mr. <br />Arthur Sharpe, Jr. Also present were City Manager Frank Ollendorff and Assistant City <br />Manager Julie Szymula. Ms. Colquitt and Mr. Munkel were excused. <br /> <br />AGENDA #1 - METROLINK STATUS: <br /> <br />Mr. Ollendorff reported that Bi-State voted six to three to approve the plan as designed. Bi- <br />State stated that they would be planning a meeting in a few weeks to further inform us of <br />the status of the project to date. <br /> <br />AGENDA #2 - LELAND HEALTH CARE INVESTIGATION STATUS: <br /> <br />Mr. Ollendorff reported that the County Prosecutor reports that the matter of the nursing <br />home deaths was still under investigation. <br /> <br />AGENDA #3 - BUS SHELTER ADVERTISING: <br /> <br />Mr. Ollendorff reported Tim Fischesser from the County Municipal League had called him <br />today to report that Bi-State had agreed to tell Wall Advertising to abide by local regulations <br />to not advertise in bus shelters. Mr. Ollendorff has requested a confirmation in writing. <br /> <br />AGENDA #4 - CELL PHONE COMPANY SUIT: <br /> <br />Mr. Ollendorff reports that he should be receiving a fax soon from the City Attorney detailing <br />the cell phone company's best offer in response to a lawsuit to force these companies into <br />paying municipal telephone taxes. <br /> <br />AGENDA #5 - BOND ISSUE: <br /> <br />The Council and Mr. Ollendorff discussed at length the viability of putting a bond issue on <br />the ballot in 2002. The sense of Council was that there was not a need to rush into this <br />and probably would not be the most prudent thing to do, in any case. The most important <br />thing to do in the next year would be to set up a bond issue committee and allow them to <br />set up the parameters for a recreation bond issue.
