<br /> <br />Plan Commission <br />April 22, 2015 Study Session Minutes <br />(approved 5-27-2015) <br /> <br />The Plan Commission held a study session at the Heman Park Community Center located at 975 <br />Pennsylvania Avenue, University City, Missouri on Wednesday, April 22, 2015. The meeting <br />commenced at 5:30 pm. <br /> <br />Plan Commission Members Present Plan Commission Members Absent (excused) <br />Linda Locke (Chairperson) Andrew Ruben* <br />Cirri Moran (Vice-Chairperson) <br />Non-Voting Council Liaison Absent (excused) <br />Michael Miller* <br />Rick Salamon Michael Glickert <br />Rosalind Williams <br />Samuel Jones* <br /> <br />*Code Review Committee (CRC) members <br /> <br />Staff Present <br />Ray Lai, Deputy Director of Community Development <br />Zach Greatens, Planner <br /> <br />Proposed Zoning Code Text Amendments pertaining to multi-family residential development <br />regulations, site size for Planned Development Districts, and floor area regulations for buildings <br />in the GC General Commercial District, CC Core Commercial District, and IC Industrial <br />Commercial District <br /> <br />Mr. Lai provided background information and stated that the proposed Text Amendments were <br />discussed at the March 11 CRC meeting. The proposed Text Amendments were intended to be <br />discussed at the March 25 Plan Commission study session and regular meeting, but there was <br />only enough time to address the Text Amendments related to off-street parking regulations. He <br />stated that the goal of the study session was for the CRC to make a recommendation to the Plan <br />Commission for their consideration and vote at the regular meeting following the study session. <br /> <br />Mr. Greatens provided an overview of the proposed changes including the current problems in <br />the Zoning Code that the changes were intended to correct. A significant majority of properties <br /> High Density Residential <br />District were not in conformance with the current regulations related to lot size. The current <br />regulations for multi-family residential developments did not adequately address setbacks, <br />which were addressed in the proposed changes to the Code. <br /> <br />Questions / Comments and Discussion <br /> <br /> <br />-Plan Commission members asked about how two-family dwellings and single-family <br />dwellings were address <br />regulations for two-family and single-family dwellings were not addressed in the current <br />Code and the proposal would establish the dimensional regulations. <br />tğŭĻ Њ ƚŅ Ћ <br /> <br />
