Session 1827
December 3, 2001

Council to deny approval.

The bill was given its second reading.
The bill was given its third reading.

Mr. Ollendorff is recommending approval of this bill to rezone this property to allow for a
variety of residential uses. The Plan Commission recommends approval, as does the
City staff. The density under the proposed d,gvelopment is probably going to be a little
bit less than single family developments. Duplex properties average about 1.9
occupants per dwelling whereas single family units hold approximately 2.5 people per
unit. Property values will rise. The Plan Commission will meet next Wednesday
evening to review the actual resubdivision plat for this property. The resubdivision
provides for building fewer units than what the ordinance will allow. He believes the
developer is committed to providing a high quality residential setting.

Mr. Sharpe asked Mr. Ollendorff to define Limited Residential for Ms. Fowler's sake.
Mr. Ollendorff explained that under a LR zone, one could build a building which houses
two families - a duplex. Under SR, Single R,asidential, you could only have single
family units.

Mr. Lieberman said that the Plan Commission would be looking at the resubdivision of
this lot, which means that there will be two opportunities for the City Council to review
this proposed development, one in the subdMsion and one in the development plan
itself. Mr. Ollendorff concurred with Mr. Lieberman's assessment.

Mr. Wagner asked that the City Manager comment on Ms. Fowler's concern about
increased traffic. Mr. Ollendorff said that this is an issue that the Plan Commission has
to look at, to make sure that the access to 81st is safe. They'll look at making sure that
there is clear sight distance around the corner, that there are not buildings to close to
the corner, speed limits, etc. All of these safety and traffic issues would be imposed on
the development before it could be approved. There will more than likely be residents
of eighteen to as many as twenty-one new homes exiting on 81st street.

Mr. Schoomer moved adoption. Mr. Lieberman seconded the motion. The roll call vote
was as follows: AYES: Mr. Wagner, Mr. Lieberman, Mr. Schoomer, Mr. Sharpe, and
Mayor Adams. Bill number 8567 passed and became Ordinance 6341.

BILL NO. 8568 - AMENDING CHAPTFR 10.36 OF THE UNIVERSITY CITY
CODE RELATING TO REGULATIONS FOR SPECIFIC STREETS, BY
REPEALING SECTION 10.36.090 THEREOF, RELATING TO STOP
INTERSECTIONS, AND ENACTING IN LIEU THEREOF A NEW SECTION TO
BE KNOWN AS "SECTION 10.36.090' STOP INTERSECTIONS - VEHICLES TO
STOP AT CERTAIN INTERSECTIONS," THEREBY AMENDING SAID SECTION
SO AS TO AUTHORIZE A STOP SIGN ON ROTH AVENUE AT BARTMER
