Session 1816
July 16, 2001

Mr. Schoomer asked if they fail to get the signatures needed, will the trustees have the
ability to execute a special assessment. Mr. Ollendorff said that he was not sure what
their indentures said. Mr. Scl~oomer asked Mr. Ollendorff to research this issue by the
next meeting.

Mr. Munkel does not agree with Mr. Wagner about the signatures. He does not think it
is worth gathering 2/3 signatures just for $2,000. He believes the amount in question in
minuscule in terms of the whole assessment.

Mr. Sharpe moved to table this issue and the resolution. Mr. Schoomer seconded this
motion, which carried unanimously.

AGENDA #3 - AGREEMENT MEMORANDUM - FIREFIGHTERS:

Mr. Ollendorff recommends approval of arnendments to the two Memoranda of
Agreement between University City and the International Association of Firefighters
Local 2665 regarding wages and related rnatters. A separate memorandum is in place
for captains and firefighters. 'Wage rates have been adjusted to conform with the pay
ordinance approved by the City Council in June 2001. Changes previously approved
by the City Council relating to prevailing rights, fringe benefits, and related matters have
all been included in the agreement update executed by representatives of the City and
the Union. Official copies are on file in the office of the Director of Personnel.

Mr. Schoomer moved approw~l. Ms. Colquitt seconded the motion, which carried
unanimously.

Mayor Adams closed the public hearing at 8:11 p.m.

CITIZEN COMMENTS:

John Prindable, 7021 Lindell, stated that he would like to propose a publicly and
formally stated resolution, that the Council will be on record of supporting, requesting
that Washington University voluntarily agree to a four month moratorium on the transfer
of any ownership of additionall housing units within in University City beginning now.
The purpose of this moratorium is to allow an appointment of a twelve member citizen
committee comprised of four members from each ward and an at-large citizen volunteer
to review, research, and study the impact and consequences of the university's
presence in the community as it impacts property tax revenue. This committee would
be charged with fully researching the consequences of the purchases and producing a
written report with specific recommendations to the city administration. The report
would be presented to the City Council to allow for their review and input. Finally, the
report would be distributed to the community at large.
