Session 1816 <br />July 16, 2001 <br /> <br />occurrence of when a long term tenant's unit is not being maintained. University City <br />has a great reputation for being very strict on inspections and he does not feel the need <br />for this type of change. <br /> <br />Mr. Lieberman stated that he had received a letter from Mike Giger who is landlord for <br />the Parkview Gardens apartrnents. He has some of the same concerns of those that <br />were expressed earlier. Mr. Giger suggested that we consider going three years or <br />more on interior inspections and every year on exterior inspections. Mr. Lieberman <br />likes this suggestion. He really believes we need to study this more before adopting it. <br /> <br />Mr. Wagner agrees with Mr. Lieberman and stated that the Council has not yet made <br />up our minds on this issue and that the learning process is not over. He wanted to <br />thank each of the speakers for coming up and voicing their comments on this issue. He <br />supports delaying this in order to study it some more. <br /> <br />Mr. Munkel said that the privacy issue bothers him, as well. He really thinks that this <br />should be looked at some more. <br /> <br />Mr. Lieberman stated that he had been told that a number of other communities <br />perform rental property inspections in the County. He would like to see some feedback <br />from some of these communities to see how similar programs have been working out. <br /> <br />BILLS FOR INTRODUCTION: <br /> <br />1. A bill was introduced by Mr. Schoorner, entitled: <br /> <br />AN ORDINANCE APPROVING THE ISSUANCE OF A SECOND AMENDED AND <br />RESTATED TAX INCREMENT REVENUE ANTICIPATION NOTE, SERIES 1999-01 <br />OF THE CITY IN THE PRINCIPAL AMOUNT OF $2,509,187.97; AUTHORIZING THE <br />CITY MANAGER TO EXECUTE AND THE CITY FINANCE DIRECTOR TO <br />AUTHENTICATE SAME ON BEHALF OF THE CITY; AND CONTAINING AN <br />EMERGENCY CLAUSE <br /> <br />The bill was given its first reading and assigned bill number 8546 <br />The bill was given its second reading. <br />The bill was given its third reading. <br /> <br />Mr. Lieberman moved approw~l. Mr. Wagner seconded the motion. <br /> <br />Mr. Schoomer said that he was reluctant to, approve emergency action on this measure. <br />This was only presented to Council a few minutes before the Council meeting. He <br />understands that the City Manager wishes to begin action on this as early as possible, <br /> <br />8 <br /> <br /> <br />
