Ms. <br />Hacker is the Executive Director for Double Helix-TV & KDHX Radio - a joint St. <br />Louis City based public access media outlet. They receive operational support <br />from Charter Communications under current FCC requirement. I think she did an <br />excellent job of pointing out the strengths of our ordinance and the weaknesses <br />in the State Bill 284. PR Director McFee contacted her and gathered additional <br />information regarding talking points for discussing the issue with our State <br />representatives. I have included two pieces from her, along with our Cable <br />Regulatory Code and the Charter Franchise as reference materials. Council <br />Member Price asked a question regarding the exercise of customer service <br />protocol with Charter. The protocol indicates the involvement of the FCC as the <br />regulatory authority. Upon investigation, I found that University City had never <br />filed a complaint with the FCC. Of the other cities I queried, Creve Coeur had <br />filed a complaint with the FCC, which had minimal result. We do contact Charter <br />and other utilities on behalf of our residents to assist with the customer service <br />follow up. The ordinance is up for second reading on your March 5 agenda, the <br />requested revisions are included in the packet. <br /> <br />March 5 Council meeting <br />There will be no study session in conjunction with the . <br />Due to the short agenda, I have scheduled time after the meeting for an <br />executive session to review outstanding legal issues with Mr. Mulligan. <br /> <br />David Friedman <br />Miriam Friedman Morris, daughter of artist , donated a sketch of <br />University City’s City Hall, which will be unveiled at an upcoming Council <br />meeting. Many of Mr. Friedman’s works were focused on University City, which <br />became his home after the Holocaust. The series entitled, "Enjoyment in <br />Libraries with the Candid Pencil of David Friedman” is currently on display in a <br /> <br />
