7:00 PM Parliamentary Procedures <br />REMINDER: Monday, March 12: Training, <br />Centennial Commons is free and open to the public for any individuals interested <br />in learning more about Robert’s Rules of Order. The next Board and <br />Commission training will be in June and cover the areas “Conflict of Interest” and <br />the functions of elected and appointed officials i.e. quasi-judicial, legislative, etc. <br /> <br />St. Louis County is gearing up for reorganization <br /> after Jim Baker’s April 1 <br />retirement. The reorganization will include making Mr. Garry Earls the Chief <br />Operating Officer as follows: <br /> <br />Senior Policy Advisor <br />1. Establish a and fill position with Mr. Mike Jones <br />(currently Executive Assistant to the County Executive). -Leads the <br />development of policy for County government, including direct supervision <br />of the administrative staff. He will have a special emphasis on <br />communications, Economic Development, extra-government Boards and <br />Commissions (i.e. MSD, Metro, E-W Gateway). Jefferson City legislative <br />affairs. <br />Chief Operating Officer <br />2. Establish a (COO) for County government and <br />fill with Mr. Garry Earls (currently Director of Public Works and Director of <br />Highways and Traffic). He will be responsible for day-to-day management <br />and leadership of the county government through the operating <br />departments. Serve as direct supervisor (operational control) of the <br />Department Directors – budget preparation, financial management goal <br />setting, and performance assessment. He will be responsible for all <br />internal government Boards and Commissions (i.e. Civil Service <br />Commission, Police Board, Retirement Board). However, he will remain <br />the point person for the I-64 project –in effect the City or County Manager. <br />Director <br />3. Appoint Ms. Pam Reitz (currently Budget Director) to become the <br />of Administration <br />. Ms. Reitz will report to Mr. Earls and will serve as the <br />Chief Financial Officer (CFO) of the County. Ms. Reitz will provide staff <br />management support to the entire county government operating staff <br />including Personnel, Financial Management, Purchasing, Customer <br />Service, and Information Technology. <br />4. County Executive Dooley will supervise and coordinate the efforts of the <br />County Counselor, Senior Policy Advisor and Chief Operating Officer. <br /> <br />The Urban Forestry Commission <br /> has 6 of its 7 members appointed by City <br />Council. A few of the members have attended an orientation session with the <br />City Forester, James Crowe and Parks and Recreation Director MacCartney to <br />review the new tree ordinance, draft policies and the overall role of the <br /> <br />Commission. The first official meeting of the Commission will be held on April 5 <br />at 7 p.m. at Centennial Commons. At this meeting, there will be a continuation of <br />the orientation process. The Commission’s first tasks will be to review and adopt <br />the Tree Plan, the operational policies and plan for the upcoming Tree City USA <br />event. The City Forester developed the Tree Plan with assistance on the <br />operational policies from staff. The policies include the following issues that <br /> <br />
