June – adoption of budget Mr. Price felt that the Public Hearing should be before the study of the budget, not after the fact. He would like to know what the public is saying before going over the budget proposals. Ms. Watson explained that this Public Hearing is for the public to comment on the proposed 2007-2008 budget by the City Manager. Ms. Feier said that it is the state law to have a public hearing for the incorporation of each budget year’s proposal. She would be more than happy to incorporate another hearing for public comment, if that is the Council’s wish. Ms. Ricci was concerned over the turn-around time. Ms. Watson suggested that at the April 23 study session, budget questions could be incorporated. Ms. Watson said that she had hoped to talk about the larger concerns so as not to overwhelm anyone with detailed items. Larger topics would as service levels, change in staffing, and capital outlays. Mr. Wagner asked if Ms. Watson could have the projection of the reserved fund balance for the end of fiscal year 2007 at the April study session. Ms. Watson said that would be an excellent idea and would hope to add to it by including a look into the future.
