<br /> <br /> <br /> <br />To: Honorable Mayor Adams and City Council <br /> <br />From: Julie Feier, City Manager <br /> <br />Date: April 12, 2007 <br /> <br />Subject: Weekly Update <br /> <br /> <br />Proposition B/Senate Bill 255 <br />continues to be an issue for Missouri <br />Municipalities. There was an excellent editorial in the Post on Wednesday <br />outlining the problems created when Proposition B regarding increased minimum <br />wages passed last November. Certain Missouri Legislators are taking advantage <br />of a technical glitch in Prop B to revert the legislation approved by over 70% of <br />Missouri Voters. The unintended consequence of the glitch, which is of great <br />consequence to University City insofar as it impacts our overtime rates of Police <br />and Fire due to their scheduling at greater than 40 hours per week. The original <br />SB 255, supported by the City, was meant to be the fix for the employees and <br />employers who choose to work less than standard schedules. Representative <br />Cooper (Clinton) and House Speaker Jettson (Marble Hill) successfully attached <br />amendments on to SB 255, which will revert the original intent of Proposition B, <br />hence killing the legislation. The City does not support the Amendments. There <br />are several possible solutions: <br /> <br />1. The voters of Missouri could respond in mass to Jettson and Cooper to let <br />them know how they feel about their total disregard for the voters of Missouri and <br />they could choose to remove the amendments. <br /> <br /> <br />Rep.
