Session 1817

MINUTES OF THE UNIVERSITY CITY COUNCIL

August 6, 2001

At a duly posted study session of the City Council of University City held in Room 6, second
floor of City Hall, Saturday, June 9, 2001, Mayor Joseph L. Adams called the meeting to
order at 5:45 p.m. In addition to Mayor Joseph L. Adams, the following members of the
Council were present: Ms. Cassandra Colquitt, Mr. Wayne I. Munkel, Mr. Robert Wagner,
Mr. Larry Lieberman, Mr. Paul Schoomer, and Mr. Arthur Sharpe, Jr. Also present was City
Manager Frank Ollendorff and Assistant City Manager Julie Szymula.

AGENDA #1 - SALES TAX ISSUES FOR NOVEMBER 6 T. BALLOT:

After considerable discussion on whether or not to introduce a park and storm water sales
tax of 1/4 of one percent and a fire department service sales tax for 1/4 of one percent,
whether or not the property tax should be increased, the City Council decided to introduce
both sales tax bills this evening at the regular session and not increase the property tax.

Mr. Wagner requested the exact numbers that both of the sales taxes would bring in. Mr.
Ollendorff will prepare a report for Council's information by next week.

The bill for putting the bond issue for loop parking improvements is on the docket for
second and third readings this evening.

AGENDA #2 - FIRE DEPARTMENT PRESENTATION:

Bullard, Inc., the company that makes thermal imaging devices, presented several awards
to individuals of the fire department that helped save the life of a man on July 2, 2001.
Afterwards, the Mayor presented a proclamation to the Fire Department for their fine
efforts.

AGENDA #3 - METROLINK RESOLUTION PROPOSED BY COUNCILMEMBERS
LIEBERMAN AND WAGNER:

Mr. Ollendorff commented that he felt that the resolution was a bad idea because it was
bad faith to go back on our deal with EWGCC and Bi-State and our resolution of June
1999. He felt it would undermine University City's credibility and possibly hurt our future
chances for road and bridge funding. He stated that it was too late and futile to request
that the track be built underground and that there was not enough money to do it. The
storm sewer would have to be moved under the Parkview backyards. He recommended not
passing this resolution.
