Session 1817 <br />August 6, 2001 <br /> <br />Mayor Adams commented that Bi-State would need $20 million more dollars to put <br />MetroLink underground. The biggest problem would be moving the sewer. It can't go on <br />the south side of the street because of utilities. Bi-State will build a sound wall if we ask <br />them to do so. The sidewalk would have to be removed, because that would cause a tunnel <br />situation which would be dangerous. The ROW would go to the neighbors. He is unhappy <br />with Bi-State. He does not like how they have handled this project, but U. City does not <br />have the finances to build it underground. He believes that this resolution gives the <br />Parkview neighborhood false hope and will not accomplish anything. <br /> <br />Some discussion ensued with the status of MetroLink in Clayton. <br /> <br />Mr. Wagner stated that it was bad faith that Bi-State didn't adhere to our June 1999 <br />resolution. They broke faith because Paul McCauley said they don't have any money to <br />build a sound wall. They broke faith, because it was supposed to be built down the <br />median, now it is being built along Parkview's backyards. There were to be no noisy <br />intersections, but now they use bells and whistles as an excuse to move to the north side of <br />the Parkway. They said they won't take any property to build MetroLink, but now, due to <br />faulty boundary information, they can only build fences on Parkview property. 201 <br />Westgate is in the way and now we hear that Washington University wants to buy it, so <br />MetroLink has more room. There has been no substantive communication or open decision <br />process available to the public, or City Council. They have arbitrarily moved the Skinker <br />Station more to the east, exposing more track length west of Skinker. The Forsyth <br />Neighborhood Advisory Committee was disbanded because there was to be no station <br />there. Now there is to be a station there, but a new committee was not reformed, and U. <br />City is not represented on the station committee. Bi-State is breaking the faith, not us. <br /> <br />Some discussion ensued about the particulars concerning 201 Westgate and the sound <br />wall. <br /> <br />Mr. Ollendorff stated that a sound wall was to be built at all exposed areas and at the <br />Parkview subdivision. Mr. Wagner replied that they were saying that they did not have the <br />money for it now. <br /> <br />Responding to Mr. Ollendorff, Mr. Wagner said we might have got a good deal only in part, <br />but not entirely for Parkview subdivision, which has legitimate complaints. <br /> <br />Mr. Schoomer stated that this link was vitally important to U. City and he is afraid that if <br />we don't get it, we will dry up and blow away. He stated that he could not support the <br />resolution. <br /> <br />2 <br /> <br /> <br />
