Session 1818 <br />August 6, 2001 <br /> <br />cause Bi-State to stop or change their plans. He doesn't believe that. We are <br />presuming that if more money was available that it would 90 underground here. He <br />doesn't believe that. He believes this resolution gives false hope to these residents. <br />He believes that the answer is not in another resolution from this Council, but in <br />reasoned arguments, in engineerin9 terms, to the engineers that are plannin9 this <br />project. He urges the Council to defeat thE; resolution. <br /> <br />Mr. Wagner said that false assumption or not, this Council is going to send a message. <br />If we do nothing, and turn down this resolution, the message will be that U. City is <br />alright with developers doing whatever the!/wish to our neighborhoods, because we are <br />not going to stand up and fight for them. On the other hand, if we take a strong stance, <br />we stand up as a Council and say two years ago we had an agreement. There is now <br />six ways you have broken your promise to us. The way to fix it and the answer to all the <br />problems we see is to stop the construction until it can be built right. He urges this <br />Council to show some regard for one of our premier neighborhoods, and pass this <br />resolution. <br /> <br />Mr. Sharpe said that he was torn in this matter. He does not feel that this resolution will <br />affect the changes that the neighborhood wishes. If he lived in Parkview, he would <br />most likely, be sitting in the audience with the same feelings. He wishes that this <br />resolution will do what they hope it will, but he doesn't believe that it will. He will <br />possibly vote for it, but he does not believe that it will have any change at all. The <br />message in the resolution that says stop building MetroLink is wrong. He does feel that <br />there are other positive alternatives that can be done that are right. <br /> <br />Mr. Lieberman said that he feels Mr. Sharpe has a point. The Council is not in a <br />decision making position. We are not in the position for providing the money that may <br />be needed to put it underground. We can only rely on good faith with Bi-State and the <br />East West Gateway Coordinating Council. Them has been a suggestion made that this <br />resolution, flying in contradiction to the previous resolution, may anger them. That it <br />might, in some way, cause them to say that we are reneging on our promise. He does <br />not believe that this is true. Promises go both ways. He believes that they renegged <br />on their promises to us. We have to be realistic, in any event, and face the fact that we <br />don't make this decision. Bi-State and East West Gateway has to make the decision. <br />All we can do is possibly influence that decision by putting some pressure on them. <br />The residents here tonight can help provide that pressure. He would like to see the <br />resolution passed. He and Bob, as they prepared this resolution, realized that they <br />maybe facing some adversity. In the long run, he believes that if we pass it, it might <br />give them a message. On the other, if we pass it, it might hurt our chances for the <br />future. It is a toss up. Maybe we should study it more with Bi-State sitting across the <br />table. In any event, he would like to see this passed. <br /> <br />10 <br /> <br /> <br />
