Session 1818 <br />August 6, 2001 <br /> <br />The question was called asking for a roll call response, which was as follows: AYES: <br />Ms. Colquitt, Mr. Wagner, Mr. Lieberman, Mr. Sharpe. NAYS: Mr. Munkel, Mr. <br />Schoomer, Mayor Adams. <br /> <br />Mayor Adams stated that he has a problem voting in favor for this resolution. He was <br />charged by this Council to negotiate in good faith, which he did, and agreed to an <br />agreement. For him to approve this, would be to say that all of his work and <br />agreements on this project would mean nothing. It says that he should never negotiate <br />projects like this because they mean nothing. He can not vote for this resolution as <br />stated. This resolution really and truly means nothing. He wished that it could change <br />something, but it is simply not the reality of: this situation. You will have to change the <br />positions of the County Executive and the Mayor of the City of St. Louis. They are the <br />individuals that is driving this decision, not this City Council. <br /> <br />The resolution passed four to three. <br /> <br />Mayor Adams cautioned the audience not 'to delude themselves into thinking that this <br />resolution will do anything. He assured them It would not. The Mayor promised to be <br />honest and straightforward to the City whe~n he ran for this office. He will not blow <br />smoke or put up mirrors. Parkview is not believing the truth, if they believe this <br />resolution will do anything. <br /> <br />Mr. Lieberman said that the Mayor's comments are well taken and probably very true. <br />He hopes that they can use this lever, for lack of a better term, to try and convince Bi- <br />State that they can take these tracks and move them farther away from the Parkview <br />neighborhood. That, at least, is a compromise on their part and possibly this resolution <br />will help them in resolving this issue. <br /> <br />Mr. Wagner would like to acknowledge the hard work that the City Manager and the <br />Mayor have done in the way of tough, hard negotiations over the years with Bi-State <br />and East West Gateway. What the Mayor said is right. They did work hard and they got <br />a good deal. Now, though, we have to se~d a new message, because the developers <br />have abrogated that agreement. It is not the Mayor's or City Manager's fault. It is the <br />developer's fault and we pray that this will 13elp. <br /> <br />Mayor Adams wished everyone good luck ,on this issue. <br /> <br />11 <br /> <br /> <br />
