To: Honorable Mayor Adams and City Council

From: Julie Feier, City Manager

Date: April 20, 2007

Subject: Weekly Update

I have attached the agenda for the Monday, April 23, 6:30 PM Public Hearing and Study
Session on the 2008 budget. After receiving public input for the upcoming budget,
Deputy City Manager Watson will review revenue trends and projections.

McClellan article
There is a bit of confusion surrounding the . First, why are house
numbers required to be visible from the street? The code requires numbers to be
visible to allow public safety personnel the ability to identify a property in an emergency.
Corner properties, particularly homes such as this one, which faces one street and is,
addressed to the adjacent are a concern. The property in question has made the
requested adjustments and presently meets the requirements of the code. Mr. Walker
is out of town at a conference, when he returns I can provide you with a full background.
From the two minutes I spent with Mr. McClellan it sounded as though the issue has
been back forth for quite some time and the inspector accidentally mailed some of his
own internal files to her. It was an unfortunate accident that he sent the work notes, but
I was able to review them. While it was unprofessional to have sent them, the notes
themselves were not offensive. The homeowner appeared in court and the case was
continued. She did not see the Judge and therefore could not have been found guilty.
The Judge felt it was important to make this clarification. When citizens come before
him on this type of issue and they are found to be in compliance, he generally dismisses
the case. In this instance, her attorney met with the Prosecutor. The Prosecutor
agreed to the minimum fine and continued the issue to allow them time to pay the fine
without a guilty verdict. Unfortunately, with Mr. Walker out of town I will not have all of
the information for you until next week. I do not consider the media the ideal outlet for
resolution of a court case and will respond when staff is available.
