defined benefit and defined contribution plans. Some of Buck Consultant’s and, in
particular, Mr. Siepman’s long-term existing clients include the City of Creve Coeur,
Creve Coeur Fire District, City of Hazelwood, and St. Louis County. The transition is
underway and we expect to have the annual actuarial valuation by the July Pension
Board meetings.
Great Streets Initiative
We applied to be a part of the for planning opportunities on
Olive Blvd. Unfortunately, our application was not selected. I have included the letter
from Mr. Sterman. Staff followed up with Brian Horton with East-West Gateway and he
indicated that our application was very strong but there was significant competition and
we have received funding in the past. The cities/areas in St. Louis County selected to
receive a “site visit” from the Great Streets team are:
?
Clayton/Richmond Heights – from the DeMun neighborhood to the Esquire
?
Maryland Heights – west of I-270
?
Normandy – Natural Bridge road, surrounding MetroLink
?
Overland – downtown area
?
Shrewsbury – surrounding the new MetroLink station
?
Manchester Road in west county – five communities joined together to submit an
application

They did indicate that if we were interested in working on a transit-oriented development
at Big Bend and the Parkway, Delmar or Olive at the I-170 specifically the application
would receive additional points in the future.

At the time of the design was being completed for Centennial Commons, a citizen
petition was filed to discuss the use of space at the center. Recently, that petition was
reintroduced requesting the relocation of three parks employees to the Commons. I
park
looked into the issue and found it would require around $52,000 to relocate the
offices to Centennial Commons
. The goals identified in the petition were to alleviate
parking problems at City Hall and to provide an office situation similar to that in other
cities. I am addressing the parking issue in a number of ways. In the coming year we
will identify carpool parking spaces for employees as part of our transportation incentive
for employees and compliance with LEEDS. The transportation incentive proposed in
the upcoming budget will compensate employees for walking, biking, using METRO or
carpooling to work. I believe this will go further to alleviate parking and traffic issues
related to I-64 and environmental concerns than the relocating of the three positions.
However, as we continue to assess our facilities there may be other opportunities in the
future.

Great Rivers Greenway (GRG) stakeholder
As a correction, the May 2 at 7:00 PM
meeting
on the Melville/Ackert Walkway portion of the Centennial Trail will be in the
EOC room at City Hall. –Unfortunately, this is the same night as municipal court and
the Historical Society event. GRG contacted adjacent property owners directly, but the
general public is welcome to attend.
