Session 1822 <br /> <br />MINUTES OF THE UNIVERSITY CITY COUNCIL <br /> <br />October 20, 2001 <br /> <br />At a duly posted study session of the City Council of University City held in Room 6, second <br />floor of City Hall, Saturday, October 20, 2001, Mayor Joseph L. Adams called the meeting <br />to order at 9:10 a.m. In addition to Mayor Joseph L. Adams, the following members of the <br />Council were present: Ms. Cassandra Colquitt, Mr. Wayne I. Munkel, Mr. Robert Wagner, <br />Mr. Larry Lieberman, Mr. Paul Schoomer, and Mr. Arthur Sharpe, Jr. Also present were <br />City Manager Frank Ollendorff, Assistant City Manager Julie Szymula and City Clerk Leisha <br />Meine Forsythe. <br /> <br />AGENDA #1 - RENTAL OCCUPANCY REQUIREMENTS: <br /> <br />After considerable discussion, the sense of the Council was to move to defeat the bill <br />currently on the City Clerk's docket at the October 22® Council Meeting. A new bill would <br />be drafted for future introduction which would require external inspections of all properties <br />every two years and which would permit 60 ,day conditional occupancy permits. <br /> <br />AGENDA #2 - WASHINGTON UNIVERSITY ANNEXATION STUDY: <br /> <br />The Council studied a report prepared by the Assistant City Manager, which clearly detailed <br />the costs of annexing Washington University compared to Clayton's figures. It clearly would <br />not be financially feasible for the City to annex according to the report and Clayton's <br />numbers. The sense of the Council was to continue to monitor the situation and remain in <br />an active status, but made it clear that there was no benefit in pursuing annexation. <br /> <br />AGENDA #3 - MENDELL DRIVE NORTHEND SEWER: <br /> <br />Mr. Ollendorff reported on the current status of MSD repair project of the Mendell Drive <br />northend sewer. Mr. Ollendorff stated that MSD is proposing to convert the unimproved <br />ditch into an underground tunnel for an estimated $700,000. In response to a $60,000 <br />grant award they have proceeded with engineering on this project. MSD is applying for <br />additional grants and should be able to provide some funding each year for this project. <br />Mr. Ollendorff reminded Council that the Council's policy had been to focus resources and <br />efforts on the main River Des Peres branch, which is the bigger problem. He asked if the <br />Council wanted to divert attention from the River Des Peres project in order to take care of <br />this corner of Mendell. The sense of Council was to slow down on the main branch and <br />attempt to take care of the Mendell problem. <br /> <br />AGENDA #4 - CDBG AND SENIOR PROGRAMMING: <br /> <br />Page 1 <br /> <br /> <br />
