Copies of this article and copies of the appeal form with its <br />instructions, an instruction letter from the City's finance director will be available to our <br />citizens. We are here to help our citizens and we will be happy to provide assistance to <br />help them file their appeal. <br /> <br />Mr. Lieberman stated that his conversation with the County Assessor's office this <br />afternoon indicated that there may be a legal problem in that they felt that the filing of <br />the appeals, according to state law, had to have been done by June 30th. He <br />understands that the County Executive and County Counsel have requested the <br />opening up of the appeal process, but there is a fear that this action may be in violation <br />of state law. It is currently in review. <br /> <br />RESOLUTION - OFFICIAL DESIGNATION OF LSBD AS DESTINATION <br />MARKETING ORGANIZATION: <br /> <br />Mayor Adams stated that this resolution officially designates the Loop Special Business <br />District a Destination Marketing Organization as determined by the Missouri Division of <br />Tourism. <br /> <br />Mr. Schoomer moved approval. Mr. Sharpe seconded the motion, which carried <br />unanimously. <br /> <br />CITY MANAGER'S REPORTS: <br /> <br />AGENDA #1 - CONSENT CALENDAR: <br /> <br />#1 - Public Property protection Legal Action: Mr. Ollendorff recommends joining the <br />Missouri Municipal League lawsuit challenging the removal of our authority to fully <br />protect public streets and other properties. Many other cities across the state are <br />challenging the land grab approved by the State Legislature and Governor for utilities <br />and telecommunication companies. Our estimated share of the legal cost is $1,500. <br /> <br />Mr. Schoomer moved adoption of the consent calendar. Mr. Sharpe seconded the <br />motion, which carried unanimously. <br /> <br />AGENDA ITEM #2: RESTAURANT BEER & WINE SALE LICENSE- 8116 OLIVE: <br /> <br />The Wonton King beer and wine license request was tabled to this meeting. All <br />requirements of the City liquor control ordinances appear to have been met. The City <br />Council policy on new alcohol sale licenses is to require a six-month waiting period to <br />observe the business in actual operation unless the applicant has substantial good <br />quality experience with liquor sales.
