<br />adequately taken care of by other existing services, in which St. Louis County <br />CORP was highly recommended. CORP (County Older Resident Program) <br />provides many other services besides non-emergency medical transportation also. <br />Although SSB is a separate organization, the estimation is the City is paying <br />approximately $80,000 a year: in cash allowances, and in gasoline and repair <br />services for its vehicles. There are also questions concerning insurance coverage <br />on SSB’s vehicles. If the Council voted to use CORP, there would be some <br />transition time required in order to get enough volunteers in place to cover the <br />addition of 100 to 120 University City’s Senior rides every month. Ms. Eastman <br />said that the City needs to examine how the City can best serve its senior citizens <br />and recommends securing the services of CORP. Ms. Eastman said the transition <br />phase would cost the City approximately $50,000. <br /> <br />Ms. Brot requested to go on record saying, “I on this Council have never, never <br />heard, how bad the financial records were kept prior to this. Never. I knew they <br />were in trouble, but I never knew of the extent of the financial mismanagement. <br />When we, the Council review budget during my three and one-half years, we had <br />no idea, none, of how much money this City was paying out nor of SSB’s <br />inadequate documentation. It was not a category that one could find in the budget. <br /> I am flabbergasted, astounded and angry that this situation has reached this point.” <br /> <br />Ms. Ricci moved to agree to fund the SSB for FY 08, since they are an agency, <br />independent from the City, to allow them to transition to St. Louis County CORP. <br />Since they are a separate legal entity they have the option to transition to <br />whomever they would choose. There was not a second to this motion. <br /> <br />John Mulligan, 7334 Westmoreland, President of the SSB, presented a brief history <br />of the SSB. He said the SSB is coming to Council now saying, the SSB has <br />financial problems. Mr. Mulligan said he is aware of some of the insurance issues <br />and would obtain copies of their insurance policies. Mr. Mulligan presented several <br />questions for the Council’s consideration? <br />1. What services would Council like to see for the senior citizens? <br />2. What role will the SSB play in the delivery of services to the senior citizens? <br />3. Would Council like to establish a commission of which he would be happy to <br /> draft some legislation? <br />4. A staff member could serve as a liaison to the commission working with the <br />current budget the City. If U City adopts using CORP, that will free up some <br />funds to possibly cover recreational activities, food pantry and special events? <br /> <br />Ms. Ricci moved to transition funding from the Senior Service Board (SSB) to the St. Louis <br />County CORP for senior non-emergency medical transportation services, with monthly <br />oversight of the transition, within Fiscal Year 08 budget cap of $50,000 for the <br />transition, with the transition being completed on or about December 31, 2007. This <br />motion was seconded by Mr. Glickert. <br /> <br /> <br />
