<br />Variances: On January 17, 2007 the Board of Adjustment reviewed the project and <br />unanimously granted the following variances: Sections 34-57.3(a)(1), 34-57.3(3)(b) <br />and 34-57.3(3)(c)(3) of the Zoning Code in order to construct the 3 story, 20 dwelling <br />unit apartment building on a lot with an area of 19,712 square feet - 16,741 square feet <br />to easement (30,000 square feet required), with a lot width of 120 feet (150 required) <br />and with a side yard setback of 5 feet (25 feet required) at 6327, 6401 and 6405 Cates. <br /> It was determined by the Board that the proposed development met all the <br />requirements needed to obtain the variances above and that the review under Site Plan <br />Review should be performed as if the proposal met all density and dimensional <br />regulations. Further, Mike Giger, President of the Parkview Gardens Association (and <br />owner of the building located at 6409 Cates, directly to the west of the proposed <br />building, the building most directly affected by the granting of the variances) stated that <br />he was in favor of the variances and the project as a whole. <br /> <br />Residential Development Standards: The project, as proposed (and with granted <br />variances), meets all of the standards for a garden apartment development under <br />Zoning Code Sections 34-33 and 34-57. <br /> <br />Density: The proposal shows 20 generously sized units ranging from 772 to 1,510 <br />square feet. The area of the site is .45 acres (.38 acres up to the easement) . The <br />resulting density is approximately 44.4 dwelling units per acre. For comparison, the <br />Claymont Place is 35 dwelling units per acre, Mansions on the Plaza (at Delcrest and <br />Delmar) is 50 dwelling units per acre, the Oaks Condominiums on Hanley at Pershing <br />are 34 dwelling units per acre and the Fountainbleau Apartments on McKnight at Old <br />Bonhomme was built at 40 dwelling units per acre. Most recently the Orchard <br />Development property (shared between University City and Clayton) at 7384 Forsyth <br />has a density of 52.8 units per acre for the portion located within the city limits (and a <br />density of 94.3 units per acre for the total development). <br /> <br />Off-Street Parking and Loading: 11 two-bedroom units and 9 one-bedroom units are <br />proposed. The Zoning Code requires 35 off-street parking spaces for residents and 4 <br />parking spaces for visitors, totaling 39 spaces. 31 parking spaces are located within <br />the enclosed basement garage and 4 of the resident spaces are located on the surface, <br />along with the 4 guest parking spaces (all located off-street). <br /> <br />Landscaping: A preliminary landscaping layout is shown in the plans. If this Site Plan <br />Review is approved a condition should be added requiring specific approval of the plan <br />by the Director of Community Development after consultation with the City Forester. <br /> <br />Miscellaneous: The project is expected to have a significant net positive effect on <br />public income/expenditures, little impact on schools, and little impact on parks or other <br />public facilities. If approved, a condition should be added that ensures that construction <br />parking take place in as unobtrusive a fashion as possible to minimize the effect on <br />surrounding uses. External lighting should be installed according to the requirements <br /> <br />H-2-b <br /> <br />
