The design of the building will be reviewed by the Historic <br />Preservation Commission in June since the Delmar Loop-Parkview Gardens area is on <br />the National Registry of Historic Places. The proposed building should be a benefit to <br />the area and University City as a whole. <br /> <br />Recommendation: <br /> <br />The Community Development Staff find that the proposed development makes <br />satisfactory provisions and arrangements concerning the approval criteria of site plan <br />reviews as set forth in the Zoning Code. Therefore, the Community Development Staff <br />recommend that the application be approved with the following conditions: <br /> <br />1. The building and property shall be developed, constructed and maintained in <br />compliance with the plans submitted with the approved application. The height <br />and mass shall be restricted to that shown on the approved site plan review <br />application plans. <br /> <br />2. A detailed landscaping plan shall be submitted to the Director of Community <br />Development for approval, in conjunction with a review by the City Forester prior <br />to issuance of a building permit. Landscaping shall be installed and maintained <br />in accordance with the approved plan. Said landscaping shall be installed prior <br />to the first residential occupancy permit being approved. It shall be the <br />applicant=s responsibility to obtain those approvals in written form in a timely <br />manner prior to issuance of the building permit. <br /> <br />3. All electric, lighting, telephone, and cable television distribution lines shall be <br />installed underground, except those feeder lines necessary to serve the <br />development. Mechanical equipment (besides air conditioning units) shall not <br />be visible between the ground level and six (6) feet above ground level of any <br />street adjoining the property or from adjacent properties. Screening may be <br />achieved with a wall that is consistent with and/or complementary to the exterior <br />material of the principal building or with dense landscaping. In no case shall <br />ground-mounted building equipment be located between the front of the principal <br />building and a public right-of-way. <br /> <br />4. Lighting of all exterior areas, including the parking areas, shall comply with the <br />requirements of Section 34-93.7 of the Zoning Code, and shall be designed to <br />be compatible with surrounding areas by shading to direct light downward and <br />away from abutting uses. <br /> <br />5. Drainage and grading arrangements shall be approved by MSD and the City <br />Public Works Department. It shall be the applicant=s responsibility to obtain <br />those approvals in written form in a timely manner prior to issuance of the <br />building permit. <br /> <br /> <br />
