April 30, 2007 <br /> <br />CONSENT AGENDA <br />1. Single Stream Recycling Containers <br />Armor Equipment was able to provide the 48 gallon container for a bod pf <br />$125.490. The other two bids came in for either a 40 or a 35 gallon container. <br />Mr. Price moved for approval, seconded by Mr. Wagner and approved <br />unanimously. <br /> <br /> <br />CITY MANAGER’S REPORT <br /> <br />1. MSD rate proposal. MSD’s representative was to be present to talk about the rate <br />increase and the location and date of its public hearings. The representative was <br />not present at the time of the Council meeting. <br />2. Economic Development Tax Board update by Director of Community <br />Development, Mr. Lehman Walker. Mr. Walker said that the University City <br />Economic Development Tax Board held a public hearing on April 4, 2007, on the <br />Board’s approval of expenditures for the revenue to be generated by the Economic <br />Development Retail Sales Tax. The first year’s expenditures approved by the <br />Board were: <br />? <br /> Delmar Improvement (matching funds $330,000 <br />? <br /> Olive Sidewalks & Street Lights $110,000 <br />? <br /> Olive Blvd. Design Guideline $ 50,000 <br />? <br /> Planning & Development Annual Operations $ 40,000 <br />? <br /> Delmar Directional Signs & Map $ 20,000 <br /> <br />Mr. Lehman said that the Board decided it was in the City’s best interest to stay <br />with figures the voters approved in the beginning. Years two, three, four and five <br />will be studied, discussed and voted on next by the Board. <br /> <br />Ms. Brot moved for approval of the acceptance of the Economic Dev elopement <br />Tax Board’s proposal for the first year’s expenditures, seconded by Mr. Price and <br />approved unanimously. <br />3. Citizens’ Forum <br /> Ms. Feier announced that there was a scheduling issue with the second budget <br />study session on May 16 since this date turned out to be the best meeting day <br />available for the Citizens’ Forum on neighborhood youth recreational programs. The <br />new date for the Council to meet for its second budget study session will be May 18, <br />3:00 p.m. in the EOC Room of City Hall. <br /> <br />UNFINISHED BUSINESS <br /> <br /> <br />NEW BUSINESS <br /> <br />CITIZEN COMMENTS ON NON-AGENDA ITEMS <br /> <br />COUNCIL COMMENTS <br />Ms. Brot thanked Director of Finance Ms. Janet Watson for her fine budget presentation. <br />She also thanked the City Clerk, Joyce Pumm, for her planning of the social function for <br />the Council and the School Board. Ms. Brot was appreciative of Mr. Dan Wald’s bringing <br />back local farmers and growers who will sell their produce at the outdoor Loop Market on <br />Saturday mornings. <br />2 <br /> <br /> <br />
