INTRODUCED BY: Councilmembers Glickert & Carr DATE: December 14, 2015 <br /> BILL NO. 9281 ORDINANCE NO. 7007 <br /> AN ORDINANCE SUBMITTING TO THE QUALIFIED VOTERS OF THE CITY <br /> OF UNIVERSITY CITY, MISSOURI, AT AN ELECTION TO BE HELD ON <br /> APRIL 5, 2016, A PROPOSED AMENDMENT TO CHARTER OF THE CITY OF <br /> UNIVERSITY CITY ADDING SECTION 97 OF ARTICLE XI OF THE CHARTER <br /> REQUIRING THE APPROVAL OF A MAJORITY OF THE QUALIFIED VOTERS <br /> PRIOR TO THE SALE, LEASE OR DISPOSITION OF UNIVERSITY CITY <br /> HERITAGE SITES. <br /> WHEREAS, Under the provisions of Article XII, Section 122 of the Charter of the City <br /> of University City, Charter amendments may be proposed by petition of not less than ten per <br /> centum of the registered qualified electors of the City; and <br /> WHEREAS, A Petition for a proposed Charter amendment was filed with the City Clerk <br /> on or about November 6, 2015; and <br /> WHEREAS, the St. Louis County Board of Election Commissioners determined on <br /> November 16, 2015, that the Petition for the proposed Charter amendment received more than <br /> the required number of valid signatures for placement on the ballot; and <br /> WHEREAS, City Council shall provide by ordinance that the proposed Charter <br /> amendment be submitted to the electors of the City at the next available election date as <br /> determined by Missouri State statute; and <br /> WHEREAS,the next General Election will be held on April 5, 2016. <br /> NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF <br /> UNIVERSITY CITY, MISSOURI, AS FOLLOWS: <br /> Section 1. That at the General Election to be held in the City of University City, Missouri, <br /> on Tuesday, the 5th day of April, 2016, there shall be submitted to the qualified electors of the <br /> City of University City, the following proposed Charter amendment, Proposition H, to-wit: <br /> UNIVERSITY CITY HERITAGE SITES "PROPOSITION H" <br /> Shall the City of University City amend Article XI "Public Improvement Generally" by <br /> adding a new section to be designated Section 97 stating that the following land and <br /> structures, to the extent now or hereafter owned by the City or any agency or <br /> instrumentality of the City, shall not be sold, leased, given away or otherwise disposed of <br />
