Session 1833
March 4, 2002

Mr. Wagner said that the whole concept for demolishing the old Smith Hardware
building came as a surprise to him. He had remembered that the initial proposal was to
expand the existing building's second floor. Mayor Adams believes that it had to
change because a termite problem made it impossible to expand the original building.

Mr. Ollendorff clarified by saying that the initial proposal was to expand the original
building, but that the developer quickly determined that it was not feasible to do so. The
only plan that the developer ever submitted to the City was for demolition and
construction of a new building.

Ms. Colquitt appreciated Mr. Ollendorff's comments regarding the Racial Profiling
report, however in looking at the driver record of arrests, the numbers are significant -
almost a 600 increase between African Americans and Whites. Mr. Ollendorff believes
that the report shows little over 50% White, but under 50% Black. He stated that we
don't analyze these figures. We only gather and submit these figures to the state. His
impression was that these figures fairly accurately represent the drivers on our streets,
as well as our general population. Ms. Colquitt requested that these figures be
analyzed for accuracy by our staff. Mr. Ollendodrf agreed to do so.

CITY CLERK'S DOCKET:

BILLS FOR SECOND AND THIRD READING:

BILL 8584 - AMENDING CHAPTER 2.62 OF THE UNIVERSITY CITY
MUNICIPAL CODE, RELATING TO THE POLICE AND FIREFIGHTER'S
RETIREMENT SYSTEM, BY REPEALING SECTION 2.62.150 THEREOF,
RELATING TO RETIREMENT BENEFITS GENERALLY - SCHEDULE, AND
ENACTING IN LIEU THEREOF A NEW SECTION TO BE KNOWN AS
"SECTION 2.62.150 RETIREMENT BENEFITS GENERALLY- SCHEDULE,"
THEREBY AMENDING SAID SECTION SO AS TO INCREASE RETIREMENT
BENEFITS TO CERTAIN EMPLOYEES WHO MADE CONTRIBUTIONS PRIOR
TO JANUARY 1, 1998.

The bill was given its second reading.
The bill was given its third reading.

Mr. Schoomer moved adoption.
