Session 1833
March 4, 2002

Mr. Schoomer moved approval. Mr. Sharpe seconded the motion, which carried
unanimously.

AGENDA #3 - DEVELOPMENT PROJECT NOTICE - 849 WESTGATE:

The University City Redevelopment Authority hereby advises the City Council that they
have received and accepted a proposal to sell property at the southwest corner of
Westgate and Vernon for the purpose of constructing a twenty-four unit residential
apartment building. The offer to purchase is by ECO Housing Corporation for the sum
of $125,000. While we have learned not to celebrate construction projects until they
have been completed, it's not too early to express our appreciation to the
redevelopment authority members and to our development staff for facilitating this
project. I recommend that Council officially accept this notice and concur with the sale.
City Council will have an opportunity to review the site plan in about three months.

Responding to Mr. Schoomer, Mr. Ollendorff stated that this sale would not require any
public contribution. Mr. Ollendorff further commented that this sale is not conditioned on
any aid from the City or any other public entity.

Mr. Schoomer moved acceptance of the sale. Mr. Munkel seconded the motion, which
carried unanimously.

MISCELLANEOUS STATUS OF OTHER DEVELOPMENTS:

Mr. Ollendorff wished to apprize Council of the status on various other developments
that Council has asked him about.

Jacob Medve's apartment project at Delmar and Delcrest: Action was taken by the
LCRA last week to renew our contract pledging assistance for the project, in exchange
for Mr. Medve taking every possible action towards start up of construction again by
May.

Urban Outfitters at the old Smith Hardware property: Mr. Ollendorff had transmitted a
letter to Council over the weekend from the developer indicating that they expect to be
under construction within the next month. That letter did not say that the tenant was
Urban Outfitters.

Report to the State regarding Racial Profiling: Mr. Ollendorff stated that this report was
submitted on time last year and again on time this year. The summary has been
distributed to the City Council.

Responding to Mr. Lieberman, Mr. Ollendorff read an excerpt of the Urban Outfitter
developer's letter: This letter is to advise our intent to commence demolition and
construction of a new building in the next 30 days. The letter was dated February 22.

4
