Session 1833
March 4, 2002

Company Bid Price Less Trade-In Total

Key Equipment $123,552

$20,000 $103,552

Mr. Ollendorff recommends purchasing the sweeper from Key Equipment for their bid of
$103,552. This is in line with previous purchase prices.

Mr. Munkel moved approval of the consent calendar. Mr. Sharpe seconded the motion,
which carried unanimously.

AGENDA #2 - U. CITY LOOP MARKET PLAZA PAVILION - 6655 DELMAR:

The conditional use permit for U. City Loop Market requires that any changes or
construction in the Plaza are subject to City Council approval. The planning and
development staff finds that the proposed open air pavilion designed to provide shade
meets all requirements of the zoning ordinance and will contribute to enjoyment of the
area by visitors. The design appears to be particularly well thought out and is therefore
recommended for approval.

We appreciate the contribution to further improvement of the University City Loop by
Washington University School of Architecture students and faculty.

Carl Safe, Architecture Professor - Washington University introduced Erin Cubason,
one of the students in the class that participated in this project. This is spring break, so
unfortunately, the rest of the students are away.

Responding to Mr. Lieberman, Ms. Cubason said that soon as spring break is over they
will go through the necessary procedures involved with getting building permits. They
will be doing as much fabrication and construction, as possible, indoors at Wash U. The
actual construction time should not take more than three weeks. They should be done
by the end of April.

Mr. Wagner asked for Ms. Cubason to walk thru the features of the open air shelter
model that she and Mr. Safe brought with them as a visual aid. She did so.

Responding to Mr. Munkel, Ms. Cubason stated that the structure was thirty feet by
sixteen feet.

Responding to Mr. Lieberman, Ms. Cubason stated that this structure would not be a
hindrance to the Summer Band that usually plays in the Market area, since it basically
lines up closer to Delmar.

Mr. Munkel believes that this structure will be a fine addition to the Market in the Loop.

3
