Session 1833 <br />March 4, 2002 <br /> <br />Mr. Wagner asked to introduce bill 2A. <br /> <br />Responding to Mayor Adams, Mr. Ollendorff stated that if Council changes the rules <br />tonight, then staff could not issue any permits to build one door houses. Mr. OIlendorff <br />also reported that he did not believe that there were any pending permits for this type of <br />building in staff's hands currently, but that he had heard that one was expected to be <br />turned in. <br /> <br />Responding Mr. Sharpe, Mayor Adams said that if this piece of legislation does not <br />pass, then the other pieces could be introduced - for example, technically the <br />emergency clause requires a unanimous vote by Council. If one member votes Nay, <br />that piece of legislation then dies. At this point, another of the proposed bills could be <br />introduced. <br /> <br />Mr. Munkel said that he studied this and he understands the rationale that the BOCA <br />committee presented. He does not agree with the BOCA Committee, because of fire <br />safety issues that he has personally been involved with. He believes that the U. City <br />standard is not one door, but two. He would like the Council to think about going to a <br />permanent two door bill with an emergency clause. He does not see any reason to <br />postpone this issue any longer. <br /> <br />Mayor Adams cautioned Mr. Munkel not to support the permanent issue quite yet <br />without more study. He feels that there are more issues that Mr. Munkel has not <br />considered. Mayor Adams is not necessarily opposed to two doors, but he does feel <br />that if we make these changes then other types of changes should also be made and <br />that is what the Council needs to study further. <br /> <br />Mr. Schoomer also believes that this issue requires further deliberation. He will accept <br />an emergency moratorium bill for introduction. <br /> <br />1. A bill was introduced by Mr. Wagner, entitled: <br /> <br />AN ORDINANCE AMENDING CHAPTER 15.04 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO THE BUILDING CODE, BY REPEALING <br />SUBSECTION 1010.3 THEREOF, RELATING TO BUILDINGS WITH ONE EXIT, <br />AND ENACTING IN LIEU THEREOF TWO NEW SUBSECTIONS TO BE <br />KNOWN AS "1010.3 BUILDINGS WITH ONE EXIT" AND "1010.3.1 BUILDINGS <br />WITH TWO EXITS:" THEREBY AMENDING THE BUILDING CODE SO AS TO <br />REQUIRE CERTAIN BUILDINGS IN USE GROUPS R-2 AND R-3 TO HAVE <br />TWO EXITS; CONTAINING SAVING AND EMERGENCY CLAUSES, AND <br />PROVIDING A PENALTY. <br /> <br />The bill was given its first reading and assigned bill number 8585. <br />The bill was given its second reading. <br /> <br /> <br />
