Ms. Kelly Harris, 4234 Norfolk Avenue, St. Louis, MO 63110, presented the proposal on behalf of <br />the applicant, Mr. Charles Coyle, property owner. She stated that the building was recently <br />renovated and both units have four bedrooms and three bathrooms. The proposal would encourage <br />home ownership rather than more rental units. The building is currently unoccupied. <br /> <br />A motion was made by Ms. Williams to approve the Final Plat. The motion was seconded by Mr. <br />Salamon and carried unanimously. <br />7. Other Business <br />7.a. Public Comments <br />Mr. Mark Harvey, 761 Harvard Avenue University Heights Subdivision Trustee, addressed the <br />Plan Commission members about the property located at 601 Trinity Avenue. He provided his oral <br />statement in writing to the Plan Commission and showed a Power Point presentation, both of which <br />are attached. He requested that the decision to allow a commercial parking lot on the property be <br />brought before the Plan Commission at a future meeting. <br /> <br />Questions, Comments and Discussion <br /> <br /> <br />-There was discussion among Plan Commission members that this issue was not a Plan <br />Commission decision but would likely be up to the courts. Plan Commission members stated <br />they were an advisory board and that University Heights has its own indentures, so it would be <br />best for the courts to decide, which could depend on how the property is addressed in the <br />subdivision indentures. <br />8. Reports <br />8.a. Code Review Committee Report None <br /> <br />8.b. Comprehensive Plan Committee Report <br /> <br />Ms. Moran stated that the Comprehensive Plan Advisory Committee (CPAC) had two meetings <br />recently to review draft chapters of the Comprehensive Plan Update. Further decisions would not be <br />made until feedback was received from the consultants. Staff was coordinating further <br />communication with the consultants. <br /> <br />8.c. Council Liaison Report <br /> <br />Mr. Glickert stated that th <br />first condos north of Olive and it was a step in the right direction to increase ownership in that area. <br />Kingsland Avenue has had more pedestrian activity than ever before and this area was slowly <br />evolving. St. Louis Bread Company was set to move out of their Delmar Loop location on <br />December 24. <br /> <br />8.d. Department Report <br /> <br />Ms. Riganti stated that the recent Zoning Text Amendment regarding landscaping requirements was <br />approved by City Council. She added that there had been two public workshops on the police <br />facility improvements and a summary would be distributed to the public. Ms. Riganti stated that <br />there were three tenants in the City-owned building in The Loop (parking garage). The three tenants <br />included a clothing store, a dog bakery, and Create Space, which had been the tenant previously. <br />9.
