Crown Center and other neighbors, the County also denied our request for a longer <br />period for the signaled “WALK” sign at Delcrest and Delmar, near Crown Center. Their <br />firm stance is that 3 feet per second is within the uniform traffic standards and allows <br />seniors sufficient time to cross Delmar. On a positive note, they have corrected the <br />malfunctioning signal at Kingsland and Delmar. Finally, with the assistance of our <br />representatives, the County has agreed to allow delivery trucks only on Forest Park <br />Parkway. We will continue to encourage the use of Olive Blvd, Skinker and Hanley for <br />use as detours. <br /> <br />Planning for the FY 2009 budget is already underway. We are working with a group of <br />Citizens <br />citizens who have generously volunteered their time to work with staff on a <br />Financial Advisory Task Force (CFATF) <br />. The first meeting of the CFATF was July 2 <br />at which we discussed the current financial status of the City and identified areas for <br />future discussion. The group will provide financial expertise as well as act as a <br />sounding board and provide critical feedback on staff proposals. We will be meeting on <br />alternate Thursday evenings at 7:00 PM. The initial dates are as follows: July 19, <br />August 9, and August 23. We will be approaching the budget departmentally. Meeting <br />minutes will be available on the City website. <br /> <br />East-West Gateway Coordinating Council approved a grant to fund a $1,547,288 Olive <br />Blvd Streetscape upgrade. The City’s share (21%) is $324,930 with the Federal share <br />(79%) being $1,222,357. MODOT administers Surface Transportation Program (STP) <br />Enhancement Grants. Public Works staff successfully applied for and received grant <br />Olive Streetscape Phase 3 installation <br />funding for the . The roughly 1.5 million dollars <br />will fund additional decorative street lighting, bike racks, bus shelters, benches, trees <br />and tree grates. The grant guidelines do not allow for the installation of concrete or <br />sidewalks. The only allowable surface for funding is asphalt; however, we have <br />removed imprinted asphalt from the project. <br /> <br />Kelly Construction <br />Arbitration begins next week with regarding the retainage on both <br />the Fire House and City Hall projects. Kelly was the only bidder on the unfinished or <br />inadequate Fire House work. We previously negotiated an arrangement with the surety <br />to manage the project. We have offered up the previously negotiated arrangement <br />whereby Traveler’s would be responsible for the finished product, which would allow <br />Kelly to complete some work. If the proposal is denied a second time, we will either <br />rebid the project or, as our purchasing policy allows, contract directly with an alternate <br />company. <br /> <br />grants of up to <br />The City of University City’s Community Partnership Fund provides <br />$500 to local organizations <br /> for community improvement projects. Eligible projects <br />include, but are not limited to community gardens, façade improvements, neighborhood <br />art, neighborhood signs or entrances, production of educational materials, and public <br />safety items. Eligible applicants include neighborhood associations, homeowner <br />associations, block groups, and other non-profit organizations within the City of <br />University City. Past grant recipients and projects include Roth Grove Neighborhood <br />Association (neighborhood entrance sign); Girl Scout Troup 1781 (U.S. map at Jackson <br />Park School); and Partridge Heights Neighborhood Association (subdivision banners). <br />Funding is limited. Applications must be submitted to the Community Development <br />Department by 5 PM, August 13. Grant approval notices will be sent by August 20. <br /> <br />
