Session 1836
April 8, 2002

EXECUTIVE SESSION:

Mr. Wagner moved to adjourn to executive session, after the study session meeting
following the regular session this evening, under RSMo 610.021 (2) to discuss legal and
personnel matters. Mr. Sharpe seconded the motion. The meeting will be in Room 6,
2® floor of City Hall at 8:00p.m. The roll call vote was as follows: AYES: Ms. Colquitt,
Mr. Munkel, Mr. Wagner, Mr. Lieberman, Mr. Schoomer, Mr. Sharpe and Mayor Adams.
NAYS: none.

ACKNOWLEDGEMENT:

Mayor Adams noted that the Council had been presented with the City's latest financial
audit and that this would be dealt with in due time as well as a study dealing with traffic
patterns.

COMMENTS FROM MR. SHARPE REGARDING RECENT ELECTION:

Mr. Sharpe wanted it noted that he was very upset that the Board of Election
Commissioners decided to move one of the University City polling places to Pagedale.
The University Forest Nursing Home did not deny them permission to use their facilities.
The Board of Election Commissioners arbitrarily moved the site, because the nursing
home was in receivership. They also said that they could not find any other building in
University City for his polling place to vote. He is still very unhappy about this decision.
Mayor Adams stated that the Board of Election Commissioners evidently shifted polling
places without notification in a number of other cities as well. Mr. Sharpe replied that he
is also suggesting that they change the election notification form with the polling place
information on it when they change places, because many people take it for granted
that they will continue to go to the very same place each year.

COMMENTS FOR EXITING COUNCILMEMBER PAUL SCHOOMER:

Mayor Adams wished to thank Mr. Schoomer for his many years of service to the City,
his friendship and love. He has been a valued member of the Council and a valued
friend of his for many years. He is his buddy and he wanted to thank him for being his
friend.

Mr. Wagner wished to sincerely second the comments by the Mayor. He considered
Mr. Schoomer one of the heroes of University City and he has been one of the moving
forces in the rebirth of the Loop area. He has risked his capital and spent his life for the
City and he is proud to call him a friend. He wished him much luck in his future
endeavors.

Mr. Munkel said that he considered Mr. Schoomer, his fellow ward member, his mentor
and friend. He appreciates everything that he has done for him and the City over these

7
