budget. <br /> <br /> <br />BILLS <br />Introduced by Ms. Ricci <br />BILL 8938 — An ordinance vacating and surrendering all rights and privileges for the use <br />of the southwest five feet wide by fifty-eight feet long portion of existing easement located <br />within lot 23 of block 4 of the University Terrace subdivision, known as 7411 Amherst and <br />directing that this ordinance be recorded in the office of the Recorder of Deeds of St. Louis <br />County, Missouri <br />D-1-e <br /> <br /> <br />L. CITIZEN COMMENTS <br />Joseph DuBose, Jr., 8266 Groby Rd. <br />Mr. DuBose, Jr. was against a golf training center at Ruth Park golf course. He said the <br />training center is nothing but a driving range. Mr. DuBose, Jr. said the idea for a driving <br />range has been brought up many times previously and had been defeated. He wanted to <br />know why it was continually being brought up. Mr. DuBose, Jr., said the golf course is a <br />park that has had no long range plans attached to it. It has not had administrative <br />marketing, promotion, incentives advertisement, or salability. He requests the Council to <br />consider the green space, property values, neighborhood, cleanliness, environmental <br />impact, noise, and traffic. <br /> <br />Barry Mandelbaum, 8250 Groby Rd. <br />Mr. Mandelbaum encouraged the Council to find other ways of increasing revenue other <br />than a golf training center at Ruth Park golf course. He felt the marketing suggestions for <br />Heman Park Pool could also apply to the golf course. He was concerned with increased <br />traffic and the evening lights. <br /> <br />Dini Schuman, 8258 Groby <br />Ms. Dini Schuman was speaking for her mom Debra Schuman who was not able to attend. <br /> Ms. Debra Schuman was not in favor of the learning center at Ruth Park golf course. She <br />felt with the inevitable increase of traffic it would endanger the children in the area. She <br />too felt that marketing would benefit the Ruth Park golf course. <br /> <br />Elsie Glickert, 6712 Etzel <br />Ms. Glickert called attention to the small number of passes sold for the Centennial <br />Commons in the past year. A statement was made when Centennial Commons opened <br />that their membership goals had far exceeded their expectations. Centennial Commons <br />had 1048 memberships sold this past year and Heman Park pool had 1178 memberships <br />sold. Seniors have said that Centennial Commons is no longer affordable for them. <br />Supplemental health insurance for senior citizens will give up to $200 in health care <br />benefits and Ms. Glickert wanted to know if the staff had looked into this. She felt it was <br />the staff’s job to promote Heman Park pool. <br /> <br /> <br />M. COUNCIL COMMENTS <br />Ms. Ricci talked about the Public Hearing given by the Army Corp of Engineers on the <br />ongoing problems with River DesPeres. <br /> <br />July 16, 2007 <br /> <br />
