Session 1840
May 13, 2002

to this on Wednesday.

20.10 - POLICE DEPARTMENT:

Mr. Ollendorff directed Council's attention to the bottom of C-29, which is the current
staffing of the Police Department. This budget calls for one Police Chief, add one
Deputy Police Chief, two instead of three Police Captains, we will continue to have four
police lieutenants and we want to reduce one sergeant position to seven, which would
be by attrition.

The new federal administration did not approve renewing several grant programs which
we used to pay several police officer salaries. The COPS program was not renewed.
Washington University has been asked to pick up the cost of one officer. We are asking
the school district to pick up the cost of another officer. Due to these grant cuts, we will
be one less officer in the police department by attrition.

They will move up to seven full time clerk typists and eliminate one part time advance
clerk typist. They will reduce the part time dispatchers from four to three.

Responding to Ms. Welsch's request for clarification, Mr. Ollendorff said that we had
added seven officers over the years with grant money. Due to the grant cuts, we will be
dropping one of those officers. We will let the school district pay for one and
Washington University will pay the equivalent of two. That leaves three officers that the
City is fully funding. Ms. Welsch asked what would happen if these organizations
refused to make these payments. Mr. Ollendorff would recommend, in this eventuality,
dropping the officers.

Mr. Ollendorff had no other changes to report in this department's budget.

EXECUTIVE SESSION:

Mr. Wagner moved to adjourn to executive session immediately to discuss personnel
matters under RSMo 610.021 (3). Ms. Welsch seconded the motion. The meeting will
be in the same room, E.O.C. The roll call vote was as follows: AYES: Ms. Colquitt, Mr.
Munkel, Mr. Wagner, Mr. Lieberman, Ms. Welsch, Mr. Sharpe and Mayor Adams.
NAYS: none.

ADJOURNMENT:

Mayor Adams announced that budget study would continue Wednesday night, May 15,
2002 at 7:00 p.m. The meeting was adjourned ~r~~j,_ ~at 9. p.m.
Lei/sha Forsythe,-City Cle~

lO
