Session 1840
May 13, 2002

twice a year on their own. There might be a couple of joint issues and a couple of
separate issues. We would probably go back to three papers a year, and four papers
for election years.

Mr. Ollendorff has been talking to Ms. Welsch and Ms. Colquitt about increasing public
awareness with more signs and more notices. He suggests that $3,000 - $4,000 be
added to this budget toward this end. Ms. Welsch said that she didn't believe that this
was sufficient for what she was envisioning. She was picturing information kiosks at the
same places where the large information banners that public works put up are at. She
wants a regularly updated permanent display. She doesn't believe people know what is
happening on a regular basis. She thinks that cutting down on the CityScape is not
helping promote public awareness and may not be a good idea.

Mr. Lieberman said that the Public Relations has staff that attend Arts and Letters
Commission meetings. Mr. Ollendorff said that there would be a different staff person
handling Arts and Letters.

Responding to Mr. Munkel, Mr. Ollendorff stated that many of our notices are printed in
our print shop. The calendar and paper have to be contracted out because of the
complexity involved with printing and mailing arrangements.

Ms. Colquitt said that she wants signs all over the City that announces public hearings
and meetings or other special notices. Mr. Ollendorff said that if you have a public
hearing for a project on Forsyth, you would only want to put the notice up in the area
where the project will be occurring, not all over the City. If it is a city wide program, then
notices would go everywhere. Mr. Ollendorff also reported that the size of the signs had
been increased per Ms. Colquitt's request. Ms. Welsch would prefer to see the
permanent installations where you open up the front and change the letters, because
they will be more cost efficient over the long run. Producing canvas signs over years
and years would probably become very expensive. She continued by saying that she
respectfully disagreed with the City Manager about where we should publicize public
hearings. She feels all citizens are interested in development in the City as a whole and
should all be notified to allow them to express their thoughts and feelings on any
development they choose. Mr. Sharpe suggested installing these permanent signs in
just one or two areas over a period of years and then possibly over a three years we will
have a number of signs to be able to post important City information. Mayor Adams
said that many methods can be set into place for notifying the public and in his opinion,
there will never be a perfect way to notify each person outside of knocking on each
individual's door and informing them in person. Mr. Sharpe thinks that it may not be
perfect, but we can get close. Mr. Wagner thinks that we should get this information to
Neighborhood Associations and let them distribute the information to their residents.

Mr. Ollendorff suggests adding an account, at the top of page C-25, called 732.22
Signs. He asked Council to think about an amount to put in here and we will come back
