Session 1841
May 15, 2002

Ms. Welsch commented that this is an area she is interested in and many people that
she talked with during her campaign were interested in making the Heman Park
recreation and pool facility the true community center for the city. She agrees with Mr.
Ollendorff's proposal to not put anymore money into the community center. She would
prefer this area being turned back into park land. She understands that the public
works facility may need to also consider some changes with their facility because of the
EPA challenging the run off from the garage into the river. Mr. Ollendorff said that we
had spent quite a bit of money to invest in filters and separating machines to satisfy the
EPA. Mr. Ollendorff said that he believes that they are in compliance with the EPA. Ms.
Welsch asked if he felt that the public works facility was impacting the river. Mr.
Ollendorff replied that he felt that we were in compliance with the EPA in order to meet
the 1998 standards and, unless there is something new that he doesn't know about, this
should no longer be a problem.

Mr. Ollendorff said that it would make sense to tie in a study on the community center
with the recreation facility expansion, to possibly incorporate more meeting room space
into the recreation facility.

AQUATICS - 35.50:

This is mostly for the Heman Park swimming pool and a little bit is for lifeguards for the
public swim at the Natatorium. No major changes are noted. Under 725.04 Water, Mr.
OIlendorff noted the increasing water costs, which is related to the needed rehab of the
Heman pool.

Responding to Mr. Lieberman, Mr. Ollendorff responded that all we do at the Natatorium
is provide lifeguards three or four public swims per week during the months of
September through May.

HEMAN PARK RECREATION FACILITY - 35.70:

Mr. Ollendorff stated that he was holding off on repairs and other improvements, for the
most part, in anticipation of a bond issue. We have a $2 million facility and he is only
budgeting $48,000 in capital expense for upgrades and maintenance. No other
changes were noted.

Mr. Lieberman, and Mr. Munkel confirmed, that the field lights were on very late and
with nobody on the field. Mr. Ollendorff stated that this shouldn't be happening and he
would look into it.

Responding to Ms. Welsch, Mr. Ollendorff said that if the bond is not passed, then we
would have to find the money to do the improvements ourselves.

GRANT FUNDS - 39.00:
