Following review of comments from both public
hearings and other communications from staff and citizens, the City Council intends to
make final budget decisions in June. Copies of the preliminary draft budget are
available at the University City Public Library and from the City Clerk, Finance Director
or City Manager.

Mayor Adams opened the public hearing at 7:37 p.m.

William Offer, 7335 Wellington, stated that he was here with a petition from the
residents of the City, supporting the police officer's request for a pay increase.

Carol Horth, 1135 Burch Lane, stated that she was here to discuss street repairs in her
subdivision of Wilson Square. The subdivision trustees received notice from the Fire
and Police Departments that they would not be able to service Wilson Street in a very
quick manner due to the poor state of the street. She requested that the priority repair
of Wilson be reviewed and placed in the budget accordingly.

Leo MacDonald, Jr., 7372 Northmoor, stated that he was here as a thirty year resident
and as the attorney for the University City Police Officer's Association. He wished to
discuss the police officer's request for a 10% raise in the 2002-2003 budget versus the
4% raise that is currently in the preliminary budget. He believes that the solutions are
one, to not make increases as big in other departments and increase the Police budget
by $300,000 for salaries. Secondly, he suggested not allowing the reserve fund to
increase any higher than it has in the past.

4
