Session 1842 <br />May 20, 2002 <br /> <br />Elsie Glickert, 6712 Etzel, asked if this was a tight budget year and what was the <br />budget. Mayor Adams said that it is a tight budget year and the budget is general fund - <br />$25.1 million; Library Fund $1.5 million; Police and Firemen's Retirement Fund - $1.5 <br />million; Non-Uniformed Employees Retirement Fund - $617,679 for a total of all funds <br />$28.8 million. Ms. Glickert asked how much one penny on the real estate tax yielded. <br />Mr. Ollendorff replied that each penny yields about $30 - 35 thousand. Mayor Adams <br />said that the tax rate for the general fund is .66. Take the .66 and divide it into the total <br />amount that is expected to be received from the property tax, which will give you the <br />estimated general revenue for the general fund. <br /> <br />Ms. Glickert said that employees of the city and the school district do not understand <br />that they are able to take advantage of the Heman Park pool at half price. She believes <br />the City Manager should write a letter to the school district and remind his employees of <br />this great benefit. It is a source of revenue, albeit not a great one. <br /> <br />Ms. Glickert said that UCRS entered the budget at around $2,000 when it was founded <br />many years ago. Now it is about $70,000. They are no longer necessary. It is not an <br />arm of the city government and is a grant. Without vindictiveness to any of the UCRS <br />employees, she believes the house tour is not worth $70,000. They were founded when <br />there weren't any for sale signs and we were being steered. They now have a different <br />thrust and Washington University has their own off housing unit. <br /> <br />Ms. Glickert also suggested cutting the half time person in Public Relations. At one <br />time, we had a public relations director who did all the calendars, the newspapers, the <br />special events as a half time person. The City Manager let this person go the very first <br />thing when he came and we had no public relations during the 75"~ anniversary. We <br />now have a full time person and a half time person. One full time should be enough. <br /> <br />Ms. Glickert said that years ago when the pension plan was voted on there were no <br />plans for gentrification of the pension plan. She said that the City is now giving <br />commissioned officers a different benefit than what are given the patrolmen. This <br />change was not voted on by the people and she questions the legality of this. She <br />would like this checked into. <br /> <br />Ms. Glickert said that the City Manager's salary of $116,000 should be at cap. We no <br />longer need to furnish him a car for him to drive to work. Get rid of the car and pay him <br />.35 per mile. <br /> <br />Mayor Adams closed the public hearing at 7:47 p.m. <br /> <br />CITIZEN COMMENTS: <br /> <br />Kevin Williams, 432 Edgewood Dr., was here to speak about last week's laundromat <br />ordinance.
