Session 1842 <br />May 20, 2002 <br /> <br />changes to the ordinance and submitted them to the City Clerk Pro Tem. He put the <br />discretion in the Council, as opposed to the City Manager and staff. He would also <br />prefer that the language be consistent with the Site Plan out on Delmar. The continuity <br />of the grant also needs to be in compliance with the current site plan review. As he <br />proposes, the City Council would have the ability to grant a laudromat 24 hour operating <br />hours provided that the items, as redlined, are all met. If they don't continue to be met, <br />then the Council would have the power to take them away. He would ask that his <br />proposed changes to the ordinance be discussed and adopted. <br /> <br />Dan Martin, 740 Trinity, stated that he is a long time resident and takes pride in using U. <br />City businesses whenever possible. He does have a few concerns regarding the <br />Laundromat, since several of his neighbors back up to the property. He is not at all <br />opposed to the property being developed into a Laundromat. He just opposes <br />legislation that would extend hours past the current ordinance. Doing so would <br />eliminate any walk thru traffic through the neighborhood. Any coin operated and <br />amusement machines should not be allowed in the establishment or be kept to a <br />minimum of three or less. <br /> <br />Elsie Glickert, 6712 Etzel, said that she would like to discuss refuse charges. She put <br />some written information together. There is a mistake on the second page. She <br />received some erroneous information from City Hall. The refuse charges shown are per <br />unit and for six months. She has an alley where she lives and she pays $70.20 for <br />pickup every six months. She compared the alley at 7000 block of Kingsbury and the <br />7000 block of Waterman, which both have a total of 35 houses. There are 10 <br />community boxes, which mean there are 3.5 families using those boxes. It is a <br />beautifully maintained alley and there is no trash. The 7000 block of Pershing, also in <br />the first ward, has fifteen houses and five community boxes, so there are three families <br />that use each box. These alleys are very clean. In the third ward, her alley goes along <br />Etzel and Crest. The 6700 block of Crest has fourteen flats which is twenty eight <br />families, one four family, ten houses and one church. There is a total of 43 users and <br />eight community boxes. That is 5.3 families per box. There are three derelict cars and <br />all kinds of trash and brush. The third ward is shouldering approximately $1500 over <br />the first ward. She is not suggesting more community boxes. The large boxes attract <br />trash and the people come there at night and drop furniture and appliances, which the <br />City has to pick up. She suggests instead of increasing fees across the City, that <br />everyone with alleys be allowed to get individual roll out carts, as they do in the second <br />ward. This would eliminate ad hoc dumping. She encouraged the Council to drive <br />through any of the alleys in the third ward to get a feel for what she is discussing. The <br />first ward is sheltered and is not adjacent to Wellston and Pagedale. The third ward is <br />more prone to dumping and individual roll out carts would eliminate the problem in her <br />opinion. <br /> <br />CITY CLERK'S DOCKET: <br /> <br /> <br />
