Session 1843 <br />June 3, 2002 <br /> <br />Mr. Munkel moved approval of the site plan. Mr. Lieberman seconded the motion. <br /> <br />Responding to Mr. Lieberman, Mr. Ollendorff said that he was told that the applicants <br />found all the conditions acceptable. <br /> <br />Mr. Lieberman said since we have had some bad experiences with at least one <br />developer, if Mr. Ollendorff felt that these developers were substantial enough to <br />complete the project once they started it. Mr. Ollendorff replied that the Planning staff <br />has told him that this developer has completed two other residential build projects <br />satisfactorily in University City. He doesn't know the addresses, but they have done a <br />good job of completing projects on two other occasions. <br /> <br />Mr. Wagner asked if the applicant was required to have off street parking of two spaces <br />per unit. Mr. Ollendorff said that they do and they exceed that minimum. Some of the <br />required parking will take place inside the garages. Some of it will take place outside of <br />the garages. There is a slim possibility that this might conflict. It could be that the <br />property owner might not like his guests parking in back of his garage. We want to say <br />that we reserve the right to require that you add parking else where, most likely at the <br />curb if more guest parking is needed. Mr. Wagner doesn't understand how this is off <br />street parking. Mr. Ollendorff said that they do not necessarily have to provide off street <br />parking and the ordinance provides that we can count newly paved parking at the curb. <br />The right of way can be used. Mr. Ollendorff said that there are certain places where it <br />can not be put, but there are a number of places on the property where it can be paved, <br />for example in the front yard. We would rather leave the landscaped front yard and not <br />widen the street, because we think their plan will work. But this is a fall back position <br />just in case. <br /> <br />Mr. Wagner said that we would be stuck with taxes on vacant lots until these developers <br />decide to finish. He believes we should get serious about requiring that the taxes being <br />paid is for pre-demolition taxes and not allow them to come in and tear down houses <br />and walk away for two years, which we have seen other large projects do. <br /> <br />The motion to approve carried unanimously. <br /> <br />CITIZEN COMMENTS: <br /> <br />Leo MacDonald Jr., 7372 Northmoor Drive, asked if he could get a copy of the budget <br />proposal that was approved earlier. Mayor Adams stated that if wanted a copy of the <br />final budget, he would have to wait a while, because it has to be printed. Mr. Ollendorff <br />stated that it should be available no later than the end of June. Mr. MacDonald asked if <br />he could get a copy of the marked up budget. Mr. Ollendorff stated that he would like to <br />wait until he has it printed and accurate. Mr. MacDonald stated that ten days would be <br />too long for him and asked if could just come by and review it. Mayor Adams noted that <br />Mr. MacDonald was at each of the budget study meetings with his own copy of the <br /> <br /> <br />
