Session 1843
June 3, 2002

1) Gershenson Construction Co., Inc ...................... $534,327.45
2) The Harlan Company .......................................... $625,186.00

Engineer's Estimate ..................................... $463,098.00

Mr. Ollendorff recommends that this project be awarded to Gershenson Construction,
Inc. for their Iow bid of $534,327.45. This is subject to MoDOT's concurrence. The
DBE subcontractor usage is more than 16.5% which is greater than the 12% goal that is
required. Funding: Federal and City Funds. The City will be responsible for the cost
above the engineer's estimate which totals $71,229.45.

Mr. Munkel moved adoption of the consent calendar. Mr. Sharpe seconded the motion,
which carried unanimously.

AGENDA #2 - ANNUAL BUDGET ADOPTION:

Mr. Ollendorff recommends approval by the City Council of the budget for the fiscal year
beginning July 1,2002 with the general fund revised downwards following City Council
review by $105,000 to a new total of $25,361,766. The budget is balanced with no tax
rate changes. City Council revenue revisions include less dependence on reserves
next year and improved ambulance fee collections. Appropriation changes to the draft
budget include increases in a number of personnel and contractual services categories
offset by rescheduling payments for major capital outlay projects.

Mr. Wagner moved adoption of the budget. Ms. Welsch seconded the motion, which
carried unanimously.

With adoption of the budget, the Council goes into summer mode and may dress casual
for the summer.

AGENDA #2 - SITE PLAN FOR TOWNHOUSE CONDOMINIUMS AT 7707 GANNON:

Mr. Ollendorff recommends approval of a well-designed plan for the construction of
seven (7) condominium town homes at 7707, 7709 & 7711 Gannon. This area was
included in the Comprehensive Plan as a redevelopment area for residential multi-family
projects. The plan meets all City zoning requirements and appears to be well thought
out in terms of fitting in with the neighborhood in which it is located. Overall density is
substantially lower than other recent multi-family projects. The project utilizes property
currently occupied by two single-family homes and one duplex. The Council action on
this site plan should include conditions requiring construction in substantial compliance
with this plan as well as the City regulations regarding grading, drainage, and lighting;
timely submission of acceptable landscape and construction parking plans; added
parking area when deemed necessary by City staff.

4
