Regular Session <br />June 26, 2006 <br /> <br /> <br />Richard Dockett, 6844 Crest Ave. <br />Mr. Dockett said that charity begins at home. He was in agreement with Mr. Price’s and Ms. <br />Brot’s suggestions. <br /> <br />Sharon Lynn Lofton, Mt. Gideon MB Church representative <br />6505 Etzel <br />Ms. Lofton spoke of the work of the church and the strong need to feed the hungry. She <br />spoke about the many hungry, homeless people whom the church has helped. <br /> <br />Shirley Richmond, 840 Oakbrook Ln <br />Ms. Richmondwho has appeared before the Council on this topic previously and thanked the <br />Council for the $4000 slated Salvation Army Family Haven Community Partnership. <br /> <br /> <br />LEGISLATIVE DOCKET <br /> <br />BILLS FOR SECOND & THIRD READINGS <br /> <br />BILL 8882 <br /> — AN ORDINANCE AMENDING CHAPTER 6.04 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO ANIMALS GENERALLY, BY REPEALING <br />SECTION 6.04.025 THEREOF, RELATING TO CHICKENS – PERMIT <br />REQUIRED, CONTAINING A SAVINGS CLAUSE. <br /> <br />Mr. Wagner moved to remove Bill 8882 from the docket, as a new Bill was being introduced <br />at this Council meeting, seconded by Mr. Glickert and was approved unanimously. <br />Bill 8882 was removed from consideration. <br /> <br /> <br />BILL 8889 <br /> — AN ORDINANCE AMENDING CHAPTER 10.40 OF THE UNIVERSITY CITY <br />MUNICIPAL CODE, RELATING TO STOPPING, STANDING AND PARKING <br />GENERALLY, BY REPEALING SECTION 10.40.030 THEREOF, RELATING <br />TO RESIDENTIAL PARKING PERMIT PLAN, AND ENACTING IN LIEU <br />THEREOF A NEW SECTION TO BE KNOWN AS “SECTION 10.40.030 <br />RESIDENTIAL PARKING PERMIT PLAN,” THEREBY AMENDING SAID <br />SECTION SO AS TO INCREASE THE DAILY NUMBER OF HOURS THAT <br />PARKING IS RESTRICTED TO THE RESIDENTS FROM NINE TO TWELVE <br />AND SO AS TO INCREASE THE MAXIMUM RESTRICTED AREA FROM <br />TWO BLOCKS TO THREE BLOCKS; CONTAINING A SAVINGS CLAUSE <br />AND PROVIDING A PENALTY. <br /> <br />CITIZEN COMMENTS: <br />Mary Schuman, 7006 Maryland Ave. <br />Ms. Schuman was present to be assured that the street of Williams would also be covered in <br />the ordinance for restricted parking. <br /> <br />Julie Bloomquist, 7103 Westmoreland <br />Ms. Bloomquist thanked the Council for passing the restricted parking and also suggested <br />that signs be posted stating either the vehicles may be towed, or the cars of repeated <br />Page 4 <br /> <br />
