<br /> <br /> <br /> <br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />STUDY SESSION <br /> AUGUST 28, 2006 <br /> <br />The Council Study Session, held in the Chambers of the City Hall, on Monday, August 28 <br />2006, was called to order by Mayor Adams at 5:30 p.m. In addition to Mayor Adams, the <br />following members of the Council were present: <br /> Mr. Robert Wagner <br /> Ms. Stefany Brot <br /> Mr. Arthur Sharpe, Jr. <br /> Mr. Michael Glickert <br /> Mr. Byron Price <br />Also present was the City Manager, Julie Feier. <br /> <br />The Study Session was on the Rules of Order and Procedure of the Council of University <br />City. The following represents suggested changes: if not mentioned the wording of the <br />rules do not change from the version of the rules adopted, September 30, 1996. <br /> <br />Rule 1 – Request was made for including RSMo number when rule is being quoted or <br />referenced. It was determined that the RSMo rule on e-mails needed a simple clarification <br />with the rule. <br /> <br />Rule 2 – <br />Ms. Brot suggested this should be in accordance with Article 2 of the Charter. The Mayor <br />does not make decision for the whole council except if specifically told to do so by <br />Councilmembers, Charter, or Mo Statutes. The Council consists of the Councilmembers <br />and the Mayor therefore Council should suffice when speaking of Council as a group, not <br />Council and the Mayor. Under our Council system as in accordance with Article 2, the <br />Mayor is a ceremonial figurehead. <br /> <br />Rule 3 – Regular Council Session time changed from 7:30 p.m. to 6:30 p.m. <br /> <br />Rule 4 – Special meeting can be called by two Councilmembers by written request filed <br />with the City Clerk. <br /> <br />Rule 5 – Discussion incurred on what Councilmembers can do, if they felt their motion was <br />denied or ignored. According to this rule a Councilmember can move to appeal a ruling or <br />lack of a ruling and if seconded, a vote would have to be taken. Only the member <br />appealing and the presiding officer can participate in the discussion. The presiding officer <br />will then put the question to a vote as to whether the decision of the chair shall be <br />sustained. Ayes would be for the chair’s ruling and Nays would be to overrule. <br /> <br />Rule 6 – Ms. Brot requested a five minute break to allow for next meeting set-up. <br /> <br />Rule 7 – Would be changed to reflect the City Manager’s new Agenda format. Citizen <br />participation would remain at five (5) minutes. <br /> <br />Rule 8 – Discussion was on how Council could add an item to the City Manager’s agenda. <br /> <br /> <br />
