Mr. Glickert thanked Ms. Feier for arranging to have the Parks & Recreation
director at the next Council Session to discuss the fee structure philosophy of
the parks and recreation Council spends a lot of time discussing park fees and
problems and Mr. Glickert looks forward to getting this straightened out.

Mr. Wagner asked if the date could be changed for the study session on Public
Hearing for posting requirements: he would not be able to attend on the date
scheduled and he is very interested in this topic. Ms. Feier said it could be
th
change to the December 11 meeting.

Ms. Brot asked if there would be enough time to discuss the funding for senior
services and Ms. Feier said that November 6 would now be open with the
moving of the public posting to December 11. Ms. Feier said the medical
transportation for senior citizens funding is going to have to come from budget
transfers, so it would do well to discuss both topics together. She said that
senior programming can be discussed on November 6.

Mr. Price expressed interest in having a study session dealing with the vision
and purpose for the Olive street area. Ms. Feier suggested that a longer study
session would be planned for this along with the Olive Business Association
(OBA.) Mr. Wagner felt this would be an excellent topic for discussion with Mr.
Marmillion facilitating at the Council’s retreat. Ms. Brot agreed with Mr. Wagner.

The following is the changed study session plan:
?
October 23, 2006 Budget transfers and Senior transportation
funding
?
November 6, 2006 Senior Programming
?
November 12, 2006 Dangerous Dog Ordinance
?
December 11, 2006 Public Posting Requirements

3. Staff Presentations at Council Meetings
?
October 23, 2006 Parks & Recreation (Fee Philosophy)
?
November 6, 2006 Fire Department
?
November 20, 2006 Planning (Code Enforcement)
?
December 11, 2006 Human Resources (Incentive Program for 2007)

4. Consultant Proposals For Council Goal Setting and Strategic Planning
Ms. Brot moved to use the Marmillion + Company with Val Marmillion as the
facilitator.
?
Ms. Brot felt he did an excellent job in the Council’s previous retreat of bringing
people with dissimilar ideas to the same common frame work and helped
getting Councilmembers working together. Ms. Brot said that if Mr. Marmillion
was not available she would choose Mr. Lewis Bender as the second choice.
?
Mr. Sharpe, Jr. would prefer Mr. Bender first, as he felt that he would like to
experience another facilitator for comparison in possible future use.
?
Mr. Glickert liked Mr. Marmillion the best in reviewing the options supplied for
review comparison.
?
Mr. Wagner like Val Marmillion the best based on previous successful
experience with him.
