<br /> <br />MINUTES OF UNIVERSITY CITY COUNCIL <br />RETREAT <br />October 31, 2006 <br /> <br />The Council Retreat, held in Forest Park, on Tuesday, October 31 2006, began at 10:30 a.m. In <br />attendance were <br /> City Manager, Ms. Julie Feier <br /> Mayor Adams <br /> Councilmember Robert Wagner <br /> Councilmember Arthur Sharpe, Jr. <br /> Councilmember Stefany Brot <br /> Councilmember Michael Glickert <br /> Councilmember Byron Price <br /> <br />Also present was the facilitator, Val Marmillion of Marmillion + Company. <br /> <br />The agenda was to cover <br /> I. Era of Individualism <br /> II. Factors for Progress <br />III. Moving Around Inertia <br />IV. Model for Cooperation <br />V. Priorities for Action <br />VI. 2007 Council Goals <br /> <br />Mr. Marmillion had each councilmember choose an index card, each card made a statement. <br />Council was then to describe how the statement applied to Council’s situation. Card phrases were: <br />1. Entrenched position <br /> Ms. Brot felt that this was true in finding support for the tree ordinance. <br /> Mr. Price and Mr. Sharpe did not think this was a Council issue. <br /> Ms. Brot said this was especially true while election campaigns were in full swing. <br />2. Cynicism <br /> Mr. Glickert thought this was very prevalent with “so U-City” <br /> Mr. Wagner agreed. A description of this person would be one who paid little attention <br /> to what is actually happening each month, they never come to a meeting and end up saying <br /> “this is what always happens”. <br />3. Pressure Groups <br /> Mayor Adams felt they were prevalent. You always hear “not the way it was done in <br /> the past” <br /> Mr. Glickert said there were pressure groups within the community. An example that <br /> was given was Ames Place residents. <br /> Mr. Marmillion said that neighborhood associations are becoming more powerful <br /> everywhere. <br />4. Moving Beyond Status Quo <br /> Mr. Price said that in comparison to when he was first on the Council to now, <br /> everything takes a lot longer to finalize. He felt everything became an issue or was in <br /> violation of something. <br /> Mr. Glickert said this could pertain to the use of eminent domain. <br /> Mr. Marmillion asked, “How do you prioritize this. Where do issues fit in the big theme <br /> of things? How do you plan a structured management?”. <br />? <br /> People organize around issues <br />? <br /> Government should not be involved as this plays out in the constituents. <br /> Mr. Sharpe said this is where you need to be proactive not reactive. <br /> Mr. Marmillion said that without progress, one becomes reactionary to problems. <br /> <br /> <br /> <br />
