March 19, 2007 <br />Mr. Powers represented the proposed church for the Site Plan on 8675 Olive. He <br />said the membership of the church is around 100. Mr. Powers said that they are <br />proposing a lease for five years at this location. <br /> <br /> <br />CONSENT AGENDA <br />1. Recreation Fees <br />2. Engine House #1 Structural Evaluation and Design <br />Consent agenda was moved for approval by Mr. Sharpe, Jr., seconded by Mr. Wagner <br />and approved unanimously. <br /> <br /> <br />CITY MANAGER’S REPORT <br /> <br />Approval of a Conditional Use Permit – Noodles and Co., 6316 Delmar, ground <br />floor, in the CC District (Streetside Records). <br /> <br />CITIZEN COMMENTS <br />David Hutkin, 10829 Olive <br />Mr. Hutkin was the owner of the property where the restaurants are proposed. <br />He gave a brief description of the Noodles and Co restaurant, its ambience and <br />menu. Mr. Hutkin presented renderings of the building design. He stated ways <br />in which he felt the restaurants would be beneficial to University City and the <br />Loop. Mr. Hutkin said that a third tenant would be sought representing soft-good <br />sales. He said that a representative of the restaurants would participate in the <br />Loop Business meetings. <br /> <br />Robert Joseph Serafin, Colorado <br />Mr. Serafin flew in for the meeting as a representative of the franchise Noodles <br />and Co. He said that their commitment as a company would be to engage in the <br />Loop Business meetings, as it would be a benefit of any retailer on the Loop. <br /> <br />Patrick Liberto, 6269 Delmar <br />Mr. Liberto was concerned with the direction of the Loop Business District. He <br />said that the Loop needs to decide if it is going to continue being a destination <br />identity to the regional St. Louis area or not. A destination which draws people is <br />unique, eclectic, original. Mr. Liberto felt that chain restaurants would not draw <br />people from other municipalities if there was one closer to where they lived. He <br />said the Loop Business District is in the process of drafting an ordinance to <br />prevent the loss of their unique identity. <br /> <br />Donna Leach Heimos, 7700 Amherst <br />Ms. Heimos said she has known Mr. Hutkin for eighteen years and said he will <br />deliver what he says. She felt the City needs to be aggressive with the changing <br />times and encouraged the Council to approve these plans. <br /> <br />Mr. Wagner moved for approval of Noodles and Co., Mr. Glickert seconded and <br />was approved unanimously. <br /> <br /> <br /> <br />2 <br /> <br /> <br />
