<br />Mr. Price moved to amend the proposed 2008 CDBG (covering January 1, 2008 to <br />December 31, 2008) allocation. Mr. Price moved to reduce the Police Community <br />Services by $2,000 and reduce the Code Enforcement by $2,000 and reduced the Street, <br />Sidewalks and Alleys by $1,000 for a total of $5,000 to be added to the Home <br />Improvement for seniors. Mr. Price’s motion was seconded by Ms. Brot and passed with <br />two Nays from Ms. Ricci and Mayor Adams. <br /> <br />3. RECREATION FEE SCHEDULE <br />Mr. Price said that the non-resident single-day Heman Park pool pass did not go through <br />the Parks’ Commission for review and recommendation. He would like for it to go back to <br />the Parks’ Commission for review and also for them to give suggestions of ways to <br />increase pool membership within University City. <br /> <br />Mr. Price moved to send the non-resident, single day-passes to the Parks’ Commission <br />for review and recommendations, thus removing the revenue of $12,000 from the FY <br />2008 proposed budget and was seconded by Mr. Wagner. <br /> <br />Ms. Feier asked for clarification on annual non-resident passes. Mayor Adams stated <br />that there was not any Councilmember requesting to speak on it. <br /> <br />CITIZENS COMMENTS on recreation fee schedule <br />Jen Jensen, 706 Pennsylvania <br />Ms. Jensen stated that opening Heman Park pool for single admission for non-residents <br />did not have an initiative petition brought to U.City Council by U.City residents. Ms. <br />Jensen listed practical recommendations that will bring in revenue: market the pool to <br />our own employees by giving ½ price to all City and School employees (residents and <br />non-residents), new residents receive information about all services offered in U.City and <br />one free pass to the pool, all Wash U residents moving in to rentals in U.City receive new <br />resident packets with one free pool pass, market it to the businesses of U.City, (the <br />owners and employees) when they receive their business licenses. Ms. Jensen said that <br />a few years ago, U.City residents passed a ¼ cent sales tax to subsidize and fortify <br />recreation not to substitute it in the City budget. The Park’s commission was not asked to <br />discuss the one-day non-resident pass at their last meeting but rather it was presented to <br />them as an informational item only. <br /> <br />Mary Anne Zaggy, 6303 McPherson <br />Ms. Zaggy stated that she spoke to a lot of people at the pool and many were African <br />Americans and none were in favor of the non-resident one-day pass. She also felt that <br />the projected revenue gain of $12,000 was ludicrous. <br /> <br />voice vote <br />A was called on the motion which was seconded, to approve the removal of <br />the single-day non-resident pool passes from the fee schedule and the revenue received: <br />the single-day non-resident pass proposal was to be sent back to the Parks’ Commission <br />for review.
